Maram Foundation is a non-profit organization registered in Turkey. Maram is dedicated to providing assistance to refugees and internally displaced persons (IDPs) since the beginning of the Syrian Crisis in 2011.

MF works to provide assistance to the lives of people affected by armed conflict and other situations of violence. We aim to provide cross-sectoral collaborative and sustainable initiatives that bridge humanitarian assistance and development according to the needs of communities living inside and outside Syria.

Summary:

The program officer will carry out the overall day-to-day management of the potential project by collaborating with the Program Coordinator and the project team and support departments. S/he will be fully allocated to the project.

The program officer will work closely with the Programme coordinator to follow up on implementing the activities, communicate, prepare the interim and final reports, lead and supervise the team, and distribute the responsibilities among the team based on a fair estimate of the level of effort.

Main Roles and Responsibilities:

  • Design, Develop, Revise, Update, and file with donors’ projects proposals on behalf of Maram Foundation in North West Syria by working closely with other departments within Maram Foundation finance, and logistics departments and other actors, considering budget, time, and resources
  • Manage the execution, implementation, budget, resources and on time delivery of new projects for BNFs to meet Maram Foundation standards of quality and integrity of implementation, including adherence to technical guidelines, administrative systems, and established deadlines
  • Manage and monitor the ongoing project activities and working teams, administered directly by Maram Foundation and its partners.
  • Coordinate the Project activities of Maram Foundation with donors, partners, stakeholders, governmental and non-governmental counterparts and local authorities to deliver services to beneficiaries
  • Develop, revise and update the program strategy, support plans and operational plans for Maram Foundation programs in North West Syria by working closely with technical staff of implementing partners and other relevant actors, considering practical aspects of implementation, long-term sustainable solutions, and relevant technical specifications and guidelines.
  • Ensure that the external and internal referral mechanism system (SOPs) is known, applied and monitored.
  • Keep Maram Foundation Management up to date on the development and progress of programs planning, budgeting and input to financial management of the program.
  • Provide technical guidance, reports and support to partners on all projects related issues, to ensure quality, cost-effectiveness, sustainability and impact soundness in their implementation and in accordance with Maram Foundation policies, standards and priorities.
  • Identify, address and develop Maram Foundation project staff capacity building activities to address key areas of importance to IDPs and other persons of concern to Maram Foundation.
  • Ensure that mechanisms to monitor the performance of Maram Foundations partners on projects activities in the camps/settlements / host community are in place.
  • Manage and coordinate with Monitoring System data collection and reporting is carried out systematically, properly and timely with quality information Reporting.
  • Mainstream protection of vulnerable BNFs in project design and implementation.
  • Design develop Reporting System to report regularly on the relevant activity for all partners, while maintaining accurate records of all relevant projects performance indicators.
  • Represent MF, when assigned to, in all relevant fora in relation to the position duties, e.g. 3RP coordination platforms, UNOCHA, NGOs, donors.
  • Enforce country regulations and laws.
  • Support Project activities by coordinating tasks with Finance, Logistics and HR teams.
  • Prepare and submit the regular weekly, monthly and final reports based on validated information from the field.
  • Performs other related duties as assigned by line manager.

Qualifications:

  1. Bachelor degree in in a relevant field ( Social Science, Public Administration) or other relevant technical background.
  2. Good understanding of management challenges presented in the field and the dynamics of humanitarian issues within the global community.
  3. More than Two years of relevant experience, including at least One year in similar projects management.
  4. Good experience in Project Cycle Management (PCM);
  5. Good experience with GMS, Proposals development, submissions, follow-up, budgeting, financials, revisions, and execution.

Job Requirements Related to the Syrian Conflict

  1. In depth knowledge of the Syrian conflict, Syrian NGOs and stakeholders.
  2. Minimum 2 years of experience of project implementation in humanitarian context;
  3. Technical similar projects Response expertise;
  4. Documented results related to the position’s responsibilities;
  5. Flaunt in Arabic and English languages, Turkish language is a definite plus.
  6. Valid Turkish residency permits and ability to travel in the region.

Technical Requirements
