Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.

Job Purpose

The Program Officer is responsible for all aspects of technical and non-technical Gender-Based Violence (GBV) project/s implementation, including the preparation, planning, organisation, and coordination with all the supporting departments to ensure proper and timely implementation of the projects activities in accordance with the work plan, in addition to regular documentation for all the steps of project implementation; Also, the GBV Program Officer is responsible for monitoring and supervising the technical aspect of activities, and providing the technical support needed, including GBV case management.

Roles and Responsibilities:

Communication and representation

  • Representing the organization in Protection and GBV Working Groups meetings, training, and workshops.
  • Participating in donor meetings and communications, as well as, coordinate with other GBV partners and actors, and other stakeholders as needed.
  • Appropriate coordinating with support/operations departments including the liaison team to ensure quality and timely implementation of the projects’ activities.

People management

  • Manage and supervise the project field team/s and providing them with regular administrative supervision and technical support.
  • Facilitating and conducting regular meetings with the GBV field team to monitor the implementation and providing support to ensure adherence to GBV SOPs and guiding principles.
  • Conducting weekly follow-up meetings with SGBV Caseworker, to ensure fulfilling the case management steps, forms are duly filled and stored, discuss the ongoing and new cases, focusing on the complicated ones, referrals made, and follow-up made by the caseworker.
  • Daily follow up with team leader on the implementation of static-based and community-based activities, empowerment activities, challenges, concerns, and other updates related to service delivery, as well as, assisting the team leader to develop the service mapping and coordinate the interventions with other actors.

Project management and development

  • Support in developingadapting SGBV IEC materials, and M&E tools with the program coordinator.
  • Support the program coordinator in building the capacity of the teams and introducing them to the reporting tools and approach.
  • Preparing regular narrative and 4Ws reports, media documentation, and any other reports requested internally or externally by the donor or the Protection WG, and submitting them to the program coordinator.
  • Ensure GBV cases’ data is managed, shared, and used in a confidential, safe, and effective manner, and ensure effective and strong coordination with other GBV and non-GBV actors at Syria and Turkey level in order to maintain an active referral pathway.
  • Regular supervision of project/s progress and ensure that activities are technically sound and implemented in a timely, safe, and efficient manner, and in line with the project/s work plan.
  • Updating project activities work plan regularly and sharing it with the respective supporting departments and parties.
  • Submission of PIRs and following up with the supporting departments on the materials and actions needed.
  • Full and comprehensive documentation of all the project/s activities according to the department adapted approach.

  • Financial tracking over the project/s budget through reviewing monthly financial reports, BvA, preparing monthly projection, ensuring that the monthly spending and burning rate is on track and in accordance with the plan.
  • Assisting in any other tasks related to the department as requested by the Program Coordinator.Academic

Required Qualifications, Professional Experience, Skills and Capabilities:

  • Minimum of 2 years’ work experience in S/GBV programming.
  • Experience in supervising GBV case management is required.
  • Experience in managing field teams remotely.
  • Ability and experience in writing narrative reports in English.
  • Good command of excel, word and other office applications.
  • Ability to work and make decisions related to the project with limited supervision.
  • Transparency, Problem solving, and team working skills.
  • Language proficiency: Advanced (reading, writing and speaking) English and fluency in Arabic
  • MS Office proficiency
  • Ability to transfer gained skills to other staff.
  • Ability to work in a multi-cultural and multi-ethnic environment with respect for diversity.
  • Adhering to organization’s vision, mission, goals and objectives; commitment to humanitarian principles and actions.
  • Knowledge and familiarity with humanitarian sector and coordination mechanisms.
  • Ability to prioritize tasks and to synthetize.
  • Strong attention to details and high level of organization.

  • Good organizational skills including attention to detail and multitasking skills.
