About the Position

Dexis is seeking a Program Manager to manage stabilization sector field opportunities, including with the USAID Office of Transition Initiatives (OTI). Under minimal supervision, the incumbent(s) will provide full-scale project management support for 1-2 projects depending on the scope of the projects. The position involves managing client and partner relationships; providing high-quality project management, financial management, procurement management, and contract compliance; provision of technical assistance; and as needed, supervising staff and supporting corporate business development. The Program Manager will work collaboratively with partners, colleagues and client teams, consultants, field staff, and support units throughout Dexis to impact the achievement of project objectives and goals.

Responsibilities

The percentage to which these responsibilities make up the job will fluctuate with the needs of the company and the direct experience a candidate brings to the role.

Program Management:

  • Independently manages day-to-day duties and responsibilities with a full understanding of client’s requirements and the relevant policies and regulations.
  • Manages compliant program administration, including USAID administrative reporting, operational procurement, consultant management, allowances, travel administration, financial monitoring, and maintaining trackers and compliant program files.
  • Supports internal home office and field file audits to ensure documentation is complete.
  • Reviews program documentation and contractual agreements to ensure compliance with Dexis policy and USAID rules and regulations.
  • Ensures that the project(s) and its personnel maintain the proper direction in fulfillment of the contract scope of work by advising relevant stakeholders on policies and procedures to achieve project objectives. Reviews and provides comments on progress reports, work plans, and other documents to ensure compliance with company standards and contract requirements. Works collaboratively with project team and clients, conducting periodic visits to assess the status of project activities and to contribute to administrative or technical work in the field.
  • Support recruitment, hiring, and onboarding process for project and PMU staff, including compliance with Dexis, client, and local policies and procedures.
  • Take any necessary actions to correct performance problems to assure quality control and serve as the primary liaison to the USAID COR responsible for USAID management of the contract. In either an acting or permanent capacity, as needed
  • Recommends and oversees the appropriate division of labor on project management teams according to complexity of projects and competencies of assigned staff.
  • As required, supports project startups, including team members’ employment processing, orientation on contract provisions, allowances, and benefits, installation of administrative, logistical, and accounting systems in the field, hiring and training of local staff, mobilizing local subcontracts, and managing office and housing arrangements.
  • Elevates contractual or client concerns as appropriate.

Technical:

  • Reviews and provides relevant, substantive comments on reports, proposals, and other project technical work.
  • Routinely apply knowledge of stabilization and development assistance to problem solving, new business development, strategy, and programming decisions.
  • Facilitate the expansion of the company’s knowledge management system.

New Business Development:

  • Actively participate in external events and networking with clients and counterparts.
  • As requested, perform roles such as bid preparation, section writing, bid management, or cost proposals for new business opportunities.
  • Broaden professional network of development practitioners, recruitment sources, partners, competitors, counterparts, and client representatives.

Supervisory and Leadership:

  • Attract, recruit, and recommend hiring of new staff members. Train, mentor, and provide work guidance and direction to associate-level staff on the company’s management tools and systems.
  • Supervise, develop, and evaluate assigned staff. Ensure staff receive regular constructive performance feedback, prompt resolution of problems, and time and opportunity to grow and develop in key competency areas.
  • Supervise recruitment and hiring; oversee staff training and development to ensure professionalism and skill enhancement.

General:

  • Demonstrate responsive customer service and maintain close working relationships with a variety of internal and external stakeholders or customers.
    • International travel may be required (up to 25%)
    • Undertake any other duties which may from time to time be required.

Qualifications

  • Bachelor’s degree, Master’s preferred.
  • Minimum of four years of relevant experience.
  • Previous experience with and in-depth knowledge of USAID contracts and project management required
  • High proficiency with MS Excel, Word, and PowerPoint required. Ability and desire to learn corporate financial management software
  • Experience with project management, administration, reporting, monitoring, procurement, and financial operations on USAID contracts.
  • Ability to multi-task, work independently, and prioritize critical path tasks

Preferred Qualifications

  • OTI experience is strongly preferred
  • Ability to speak a second language preferred
