Project Summary

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control and preventing, preparing for, responding to, and bolstering health systems to address COVID-19. While originally designed as a HIV program, EpiC has been modified to accept COVID-19 funding and is currently implementing COVID-19 activities in 45 countries.

Job Summary / Responsibilities

The Program Manager plans, executes, and finalizes projects according to strict deadlines and within budget. Manages and defines objectives and oversees quality control throughout the completion of the activities life cycle working with HQ and field teams. Collaborates with colleagues and other EpiC teams to develop integrate work plans, budgets, and multi-sector interventions, which are essential for the success and sustainability of each activity covered under the portfolio.

  • Manages and oversees the development of activities from initiation to completion.

  • Oversees entire activities, monitors budgets, and scope to ensure successful execution of deliverables and completion of activities.

  • Develops and coordinates inputs on workplans, budgets, reporting, hiring and relevant contractual documents.

  • Keeps complete files for each activity.

  • Identifies and resolves issues and implements improvement plans to ensure the activity stays on schedule and within budget.

  • Manages the programmatic, administrative, financial and logistic aspects of multiple activities in a matrix environment.

  • Serve as point of contact and interacts independently with EpiC field-based colleagues, using good judgment to monitor and address issues in a timely manner, and keeping senior project management apprised of activity progress.

  • Provide guidance and monitoring for staff, ensuring clarity over project plans and priorities, and encouraging effective teamwork.

  • Monitor cash flow projections and report actual cash flow and variance to senior management on a regular basis.

  • Ensure compliance with FHI 360 procurement and financial reporting procedures by field-based programs and serving as a resource to field finance and administrative staff on procurement and payment procedures.

Qualifications

  • Bachelor’s Degree or its International Equivalent in Health, Nutrition, International Development, Human Development, or a Related Field. Master’s Degree preferred.

  • Project Management (PM) Certification preferred.

  • Typically requires a minimum of 8+ years of relevant experience, 2+ years of line management experience required.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization preferred.

  • USAID experience and/or knowledge of USAID rules and regulations preferred.

  • International program development or project management related to public health preferred.

  • Strong interpersonal skills and ability to work effectively as part of a multicultural team.

  • Excellent oral and written communication skills. French or Spanish proficiency is a plus.
