HALO is known for its work to clear landmines and the disposal of other explosive hazards such as bombs, rockets, missiles, and improvised explosive devices (IEDs). HALO was established in Afghanistan in 1988 and now employs over 10,000 staff in 26 countries and territories.

HALO has been working in Angola since 1994 and now has over 1,000 staff working across five provinces. There are over 70 different types of landmines in Angola from an estimated 41 years of minelaying during the war for independence and civil war which persisted from 1961 to 2002. As a signatory of the international convention on the ban landmines, HALO supports the Government of Angola to comply with its treaty obligations. To date, HALO has cleared over 100,000 mines and made over 25KM2 of land safe for use.

About the Role

The Information Management Advisor will join HALO’s Angola team for one year to advise on management of personnel, processes, and procedures across the programme. The successful candidate will help support an established programme in the maintenance and monitoring of data processes. They will also lead in the rollout of new developments, such as remote data collection tools, adoption of HALO’s Global Operations Information Management System (GO-IMS) and to develop and introduce a new data management standard operating procedure.

Problem solving will be a key part of the role, as well as experience with process mapping, data flows, training and documentation. The role will also involve close mentoring of a team split over different locations and supporting effective leadership. The role will therefore suit someone who is proactive, purpose driven but people led with strong interpersonal and communication skills.

Landmine clearance creates a lot of data, and it needs to be entered, checked, and cleaned in a timely manner. To do this, a thorough understanding of HALO’s operations is required, and a familiarisation period will be dedicated to this. Information management provides a crucial link between operational data from the field to programme management for analysis and ultimately to providing reports to HALO’s donors. The Information Manager will therefore need to be good at building systems with a strong eye for detail and able to work to deadlines.

The role will be based in Huambo, but will require frequent travel to other HALO locations, such as Bie, Lobito, Menongue and Cuito Cuanavale. The role will also coordinate with HALO’s global data experts and support their visits to the programme.

Key Responsibilities

  • Review current systems in place and identify areas for improvement, creating implementation plans for any changes
  • Implement solutions to ensure data quality, consistency, and timeliness of reporting
  • Troubleshoot problems with data flow between the remote data collection tools and the global database
  • Monitor and oversee the programme’s data, ensuring accuracy across all data sets
  • Train and develop the 20-strong local Information Management team, across 5 different locations within Angola
  • Mentor and support IM Managers and Heads of Departments
  • Document changes within the Standard Operating Procedures (SOPs) and process charts
  • Develop and improve systems of data reporting and quality control
  • Oversee the rollout of new remote data collection methods
  • Liaise and coordinate with national authority representatives to ensure HALO’s compliance in local reporting
  • Liaise with the Programme Management team to ensure reporting is fit for purpose
  • Coordinate with the Global Information Management team to ensure technical requirements are implemented

Essential

  • A degree in data management, computer science or similar
  • 5+ years of work experience
  • Experience with business analysis or similar competency
  • A sound understanding of technical disciplines, such as SQL and GIS
  • Experience with problem solving processes related to data
  • Experience with designing processes in a multi-location organisation
  • Experience with producing data flow charts and documenting processes
  • Experience with managing data processes, data quality control and data cleaning
  • Experience managing personnel, mentoring and training
  • Advanced Microsoft Office skills
  • Good spoken and written English
  • Good interpersonal and communication skills

Desirable

  • Good spoken Portuguese
  • Experience with mobile data collection applications, such as Survey123, Fulcrum, Kobo
  • Experience manging a dispersed team and remote management
  • Experience with writing SQL or designing databases
  • Experience with spatial data, ArcGIS and other mapping tools
  • Experience in mine action
