Amentum is currently seeking a solutions and results-oriented Program Manager to support the international development portfolio within the international development and capacity building (ID&CB) business unit which is part of Mission Readiness. ID&CB’s mission is to deliver international development and capacity building efforts to the world’s most vulnerable populations in the most challenging environments. In this role you will bring experience in government contracting, strong organizational, leadership and communication abilities, exceptional program management skills with knowledge of and ability to implement best practices, excellence in client service and a creative problem solving approach. You will primarily work to help grow the USAID business within the ID&CB portfolio but will also support cross-cutting initiatives and should be comfortable flexing to support other programs and customers. You will mirror ID&CB’s culture of synergy, collaboration, flexibility, adaptability and growth in supporting multiple USG funded programs as well as commercial and state funded contracts.

The Program Manager will:

  • Be responsible for all aspects of contract execution.
  • Provide overarching management and direction throughout the entire program lifecycle from start up through close out.
  • Address contractual and technical programmatic issues and works with functional units to prepare modifications and negotiate changes with the customer.
  • Liaison with programmatic stakeholders and customer.
  • Serve as the main point of contact for the customer and participates in all customer meetings.
  • Develop effective working relationships with clients, counterparts and stakeholders.
  • Coordinate closely with the United States Government to ensure effective contract management.
  • Drive customer satisfaction with on-time delivery, exceptional performance, and 100% accountability.
  • Develop procedures to increase performance by implementing sound quality management processes.
  • Develop, implement, and enforce of SOPs related to programmatic activities, duties and responsibilities.
  • Ensure necessary resources are provided to meet program requirements, directing, controlling, and ensuring procurements are made in accordance with the Federal Acquisition Regulation (FAR).
  • Monitor program’s progress against the contract and organizational goals and objectives, and ensures they are consistently and adequately met.
  • Manage day-to-day performance of subcontractors to ensure quality performance and compliance with contract and company requirements.
  • Provide programmatic and personnel supervision and direction, support new business development efforts and contribute to organizational development strategies and operational solutioning to deliver outstanding services to Amentum client base.
  • Support BD team with capture efforts and new business proposal development efforts by providing broad based support to include but not limited to developing strategic approaches/partnerships, developing cost strategies to maximize competitive advantage and actively participating in color team reviews.
  • Manage performance of staff and lead evaluation, performance discussions, propose increases, etc.
  • Ensure staff receive regular constructive performance feedback, prompt resolution of problems, and time and opportunity to grow.
  • Promote staff development through coaching, mentoring, and facilitating professional growth opportunities.
  • Resolve staffing and resourcing challenges through creative and cost-effective approaches that are within budget.
  • Actively work with recruitment lead on recruitment of project staff, including developing guidelines (ie. Fringe packages, etc.) scopes of work, and any other requirement to secure the best talent for the position.
  • Leverage opportunities for new business development and seek to expand within current customer base.
  • Provide technical, financial, operational direction and oversee program implementation to ensure on-time delivery of the contract scope of work, and seek opportunities for continual improvement.
  • Support development of program deliverables and performs high level reviews and quality control to ensure timely reporting.
  • Responsible for budgets and costs, program funding and program financial reporting.
  • Work with BusOps on financial performance, budget management, develop and supervise implementation of strategies to optimize contract profitability and reduce cost overruns and ensure prompt resolution of implementation problems.
  • Improve cost effectiveness of the program.
  • Conduct supervisory programmatic site visits to ensure the team is on track and the program is meeting the customer’s expectations and backfills for program/operational leaders as needed.
  • Work on different programs with varying customers and flex into multiple roles based on the needs of the organization.
  • Be willing to learn, continuously improve and support organizational initiatives.

Experience/Education:

  • Requires a Bachelor’s degree, Master’s degree preferred, in international development, business or other related field from an accredited college.
  • Must have at least 5 years of progressive experience as a program management professional with experience in government contracting and business development. Experience with USAID contracting preferred.
  • Must possess strong leadership and interpersonal skills, be very detailed orientated, flexible and have strong organizational and time management skills.
  • Requires experience managing different contract types with diverse USG and, preferably commercial customers.
  • Must be proficient in financial management, personnel management, and sub-award management skills.
  • Requires strong communication and business writing skills and demonstrated experience drafting professional, concise and persuasive messages.
  • Must be able to effectively collaborate, cooperate and interface with multiple levels of stakeholders to achieve results.
  • Requires the ability and willingness to travel to domestic and international austere environments as needed (up to 20%).
