Purpose of the position

The Program Coordinator (PC) is based in Bujumbura, with frequent travel to the province of Cankuzo. In her/his capacity as a member of the LWF Burundi Management Team the PC may be requested to deputize the National Country Director.

The main goals of this position are two-fold, namely (i) to ensure efficient planning and rollup of programmatic work to the highest technical standards and (ii) to design high quality projects and mobilize the necessary funding to implement them..

Required Qualifications

University degree in international relations, development, social sciences, international law or other relevant fields.

Knowledge, skills and experience

At least five years working in the humanitarian or development sector.

Knowledge and experience of cooperation with United Nations and governmental agencies and/of international development cooperation in the field of humanitarian assistance, advocacy, human rights and sustainable development is essential.

At least two years of increasing management experience in a similar position.

Ability to work as part of a team under minimal supervision while ensuring efficient communications with all team members.

Robust project design and fundraising skills.

Proven track-record in mobilizing resources for humanitarian and development projects.

Good communication skills, tact and diplomacy.

Experience in the Great Lakes region would be an asset.

Main duties

Project management and strategic planning (35%)

Assists the National Programme Director in the overall coordination, management and support of all LWF World Service projects in Cankuzo and Ruyigi Provinces;

Supervises, coordinate and mentor the program staff, ensuring that they carry out their functions in a timely, coordinated and participatory manner;

Supports the implementation of the country strategy up to LWF and donor standards and with full accountability towards affected populations;

Designs and establishes any new project interventions, both emergency and development activities,

Finalizes project proposals, reports and other documentation relating to program matters;

Fulfils the highest programmatic, administrative, quality and accountability standards through adopting and implementing the World Service policies and guidelines as well as adhering to the Codes of Conduct and other quality assurance guidelines to which World Service is a signatory (eg. SPHERE, CHS etc);

Maintains a coordinated and effective working relationship with identified partners.**

Networking, project design and fundraising (65%)

Develops working relationships, consortia and increasing integration with local organizations and other international NGOs;

Liaises with government, NGOs, implementing partners, related agencies, member churches and other agencies regarding program activities to ensure effective planning and coordination;

Keeps abreast of relevant resource mobilization opportunities and maintains up to date donor maps and files.

Coordinates needs assessment and studies as required for purposes of resource mobilization. When necessary runs project design workshops and external stakeholder consultations to support project design process and develops proposals for new and existing donors, in coordination with partner organizations, the relevant LWF staff, in compliance with the highest standards;

Ensures that proposals are developed to donor standards;

Coordinates closely with Program, Projects, Technical Units, Finance, Administration, Communications and Human Resources to ensure funding proposals are in alignment with policies and practices;

Participates in the relevant fora (e.g. cluster meetings and networks (such as RESO or the ACT alliance) with relevant active partners.
