SUMMARY

EF has offices and programs in the Eurasia region, the Middle East, and China.

EF is accepting applications for a Program Associate to support the Foundation’s innovative Civic Engagement and Governance (CEG) portfolio in several countries in Eastern Europe and Eurasia. The Program Associate (PA) contributes to the review of weekly and quarterly narrative reports and provides administrative and logistical support to programs in the CEG portfolio. The PA supports communication with field staff and partners, including organizing weekly management calls, preparing minutes, and assisting with action item follow-up. The PA also assists with preparing expense reports, entering data into EF’s accounting system and keeping track of program records. In addition, the PA helps with formatting and posting consultant terms of reference and, together with EF communications staff, contributes to social media posts in English about CEG programs. The PA provides Ukrainian-English translation and interpretation support on an occasional basis.

ESSENTIAL FUNCTIONS

  • Contribute to the planning and implementation of EF’s civic engagement and governance programs.
  • Provide substantial support in drafting and reviewing biweekly and quarterly narrative reports.
  • Assist with arranging HQ-field office management meetings.
  • Coordinate communication with field staff, partners, and other constituencies.
  • Provide administrative support for program-related procurements, draft selection memos and consultant contracts, and prepare payment requests in EF’s accounting system.
  • Translate contracts and other program documents from Ukrainian to English and vice versa.
  • Support other functions, as needed.

EDUCATION

  • Bachelor’s degree in international development, area studies, public administration or other relevant field required; Master’s degree preferred.

QUALIFICATIONS/EXPERIENCE

  • At least two years of work experience required; relevant work experience on eGovernance programs is highly desirable.
  • Work or living experience in Ukraine and/or Eastern Europe strongly preferred.
  • Exceptional writing, editing, and communications skills required.
  • Excellent organizational skills and attention to detail a must.
  • Experience with Microsoft 365, social media, and other digital tools required.
  • Familiarity with contract and payment administration strongly preferred.
  • Ability to work independently and as part of a team.
  • Ability to multitask and work in a fast-paced environment.
  • Outstanding written and verbal communication skills in English required; fluency in Ukrainian strongly preferred.
