Salary Range: $60,000-$85,000 Salary is commensurate with experience. Starting salary within the range provided is based on the candidate’s relevant experience and skills for the role.

Summary

Eurasia Foundation (EF) is a nonprofit international development organization committed to the idea that societies function best when people take responsibility for their own civic and economic prosperity. EF has offices and programs in the Eurasia region, the Middle East and China.

EF is accepting applications for a Program Officer, Civic Engagement and Governance (PO). The PO is a member of EF’s Civic Engagement and Governance (CEG) team and is responsible for providing programmatic oversight, guidance and backstopping support for the Foundation’s programs in Kyiv, Ukraine. Reporting to the Program Manager, the PO will directly contribute to the successful implementation of EF’s innovative programming in the areas of anti-corruption, transparency and accountability, and eGovernance reforms.

Essential Function

  • Assist with the preparation and review of annual work plans as well as performance monitoring and evaluation plans
  • Regularly track and report on program performance as well as document lessons learned and knowledge created from EF’s programs
  • Review and revise weekly, quarterly and annual reports submitted by program teams based in the field and in Washington, DC
  • Assist the Program Manager with financial oversight of EF’s eGovernance initiatives in Ukraine
  • Facilitate regular management calls with program staff based in the field and Washington, DC
  • In coordination with the business development team, identify and develop new business opportunities for new initiatives in the CEG practice area

Education

  • Bachelor’s degree in international development, international affairs, political science, area studies or another relevant field required. Master’s degree strongly preferred

Qualifications/Experience

  • At least 3 years of program management or backstopping experience, particularly for USAID-funded programs in eGovernance. Familiarity with eService transformation, open data and eProcurement reforms a plus
  • Familiarity with program design, monitoring and evaluation as well as performance-based management tools required
  • Previous experience in overseas program implementation. Familiarity with program delivery in Ukraine strongly preferred
  • Experience backstopping programs in compliance with USG (USAID and State Department) rules and regulations strongly preferred. Familiarity with non-USG donors a plus
  • Previous new business experience in the democracy and governance sphere preferred
  • Outstanding English writing and editing abilities a must
  • Candidates must possess exceptional analytical, organizational, written and oral communication skills
