Procurement Senior Officer

Under the direct supervision of the Support Services Officer, the responsibilities of the Procurement Senior Officer will include the following tasks:

A. Procurement

  • Support in preparing quarterly and annual procurement plans for the programme and help monitor its implementation
  • Support in preparing tender documents such as Request For Quotation (RFQ), Invitation To Bid (ITB) or Request for Proposal (RFP) and other instruments related to market research or market surveys such as Request For Information (RFI) and Expression of Interest (EOI)
  • Prepare receipt of bid documents and review of the same, contracts and/or purchase orders (PO), results of the evaluation of bids/proposals, and other formal/public documents
  • Support in the preparation of Local Contracts and Procurement Committee/Headquarters Contracts and Procurement Committee (LCPC/HQCPC) case submissions as well as all subsequent responses to queries
  • Ensure full compliance of procurement activities with UNOPS rules, regulations, policies, and strategies; support in the implementation of the effective internal control, proper design, and functioning of a client-oriented procurement management system
  • Provide advice to the UNMAS Iraq project personnel on a range of procurement issues in relation to the cases under review
  • Support in providing guidance and advice to the project personnel on matters relating to UNOPS’ procurement manual; UN web buy; UN procurement market place etc
  • Represent the Procurement department in meetings and other discussions where procurement matters are relevant
  • Implement and maintain a sound internal control system that ensures that POs are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other issues
  • Assist in the development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms
  • Identify, register, and follow procurement project risks and escalate them when necessary
  • Ensure invoices from High-Risk Labour services providers are received and processed on time
  • Liaise with the Budget/Compliance Officer to ensure invoices for HRLs are charged to the correct budget account

B. Asset Management Support

  • Ensure timely and accurate submission of asset reports to management in the Iraq Programme and PSC Asset Management Advisor
  • Ensure the asset records are up-to-date and support regular physical verification of assets for the programme, ensuring assets are well identified and correctly maintained.
  • Responsible for ensuring all lost, damaged, transferred, or other unusual asset transactions are immediately reported to the PSC Asset Management Advisor with supporting documents as per the donor requirements.
  • Identify asset List for Disposal, and submit it to the PSC Asset Management Advisor for follow up and approval
  • Provide asset management related guidance and support as needed and/or requested
  • Support in preparing quarterly plans for maintenance of UNMAS Iraq heavy machinery, vehicles, and other assets
  • Ensure that heavy machinery is in a good working condition at all times
  • Ensure the Right of Use Agreements (RUA) for Assets issued to Implementing partners and national Partners are up to date and renewed on time
  • Conduct quarterly field visits to operational areas to check and verify the condition of heavy machinery and equipment under the possession of the Implementing Partners
  • Ensure Implementing Partners return the equipment under their possession at the end of the Contract or Grant and before the final payment is processed
  • Coordinate with the Grants Manager, Contract Manager, and Project Team to ensure that Implementing Partners’ assets are fully accounted for.

C. Logistics

  • Monitor the progress of shipments for UNOPS and its clients and coordinate with the sender on its delivery to the client’s delivery addresses
  • Ensure the Erbil and Baghdad offices have sufficient stock of supplies at all times
  • Assists in planning, designing, and implementing appropriate logistics systems, including warehousing and in-country transport capacity, including the establishment of Long Term Arrangements and frame agreements such as customs clearance, storage, transport, and distribution.

Education and Relevant Years of Experience:

This position is open to nationals or persons with a valid residence and/or work permit.

Education

  • Advanced University Degree (Master’s Degree or equivalent) with a minimum of 2 years of relevant experience is required; or
  • First level university degree (Bachelor’s Degree or equivalent) with a minimum of 4 years of relevant experience is required;

Experience

  • Relevant experience is defined as experience in procurement management, logistics, or asset management is required

Language

  • Fluency in Kurdish (speaking, reading, and writing) is required.
  • Fluency in English (speaking, reading, and writing) is required.

Contract type, level and duration:

Contract type: Local Individual Contractor Agreement (LICA – National)

Contract level: LICA-9 Contract duration: Open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.

Background Information – UNMAS

Established in 1997, UNMAS leads, coordinates and implements mine action under United Nations legislative mandates of both the General Assembly and the Security Council. UNMAS supports the UN’s vision of “a world free from the threat of mines, explosive remnants of war (ERW) including cluster munitions, and improvised explosive devices (IEDs), where individuals and communities live in a safe environment conducive to sustainable peace and development where no one is left behind, where the human rights and the needs of victims are met and where they are fully integrated as equal members of their societies.”

UNMAS is a unit within the Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peace Operations (DPO). UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council, or at the request of the UN Secretary-General or his designated official. When instructed by the Security Council or called upon by Member States, UNMAS deploys under humanitarian, peace and security mandates. UNMAS main headquarters is in the UN Secretariat, New York with a sub-office in Geneva. UNMAS provides direct support and assistance in the areas of explosive ordnance threat mitigation to 18 countries/territories/missions, has a standby rapid response capacity and global technical advisors in the field of Improvised Explosive Devices and Weapons and Ammunition Management. As an office within DPO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

Background Information – UNMAS Iraq

The UNMAS Iraq programme was formally established in June 2015, at the request of the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national and regional mine action capacities. UNMAS supports the Government of Iraq to protect civilians from the threat of explosive ordnance and enables humanitarian, stabilization and reconstruction, and socio-economic efforts. under the UNMAS Iraq Programme Strategy focusing on three main components: 1. Capacity Enhancement; 2. Risk Education, and 3. Explosive Hazard Management. UNMAS Iraq has offices in both Baghdad and Erbil.
