The Danish Red Cross has been a key partner to the Ukrainian Red Cross Society (URCS) since 2014, actively contributing to humanitarian efforts across Ukraine. Operating through 180 branches with 1,500 staff and over 8,000 volunteers, URCS is the largest volunteer-based national humanitarian organization in the country. Since February 24th, the Danish Red Cross has been supporting URCS in a significant scale-up of humanitarian assistance, managing one of the first humanitarian supply chains into Ukraine, providing over 10,000 tons of relief items to aid more than a million people. This includes support in mental health and psychosocial activities, emergency health, international humanitarian law, youth engagement, cash and voucher-based assistance, branch development, and winterization.

As part of the international Red Cross and Red Crescent network in Ukraine, the Danish Red Cross (DRC) is seeking a PMEAL Delegate. The successful candidate will closely collaborate with the Country Office Operations, contributing to key responsibilities outlined in the job description.

The PMEAL Delegate will play a leading role in strengthening the Country Office’s capacity. Key objectives include leading efforts to enhance monitoring and evaluation processes, contributing to strategic planning, and fostering continuous improvement in program impact.

Qualification and personal skills required for this role include a relevant degree in social sciences, humanitarian, and development studies, along with several years of experience in planning, monitoring, evaluation, accountability, and learning.

The selected candidate is expected to demonstrate technical expertise in designing and implementing PMEAL systems, conducting assessments, and supporting adaptive management approaches. Employment conditions

The starting date is 1 April or ideally sooner if possible. The length of the contract is 12 months with a possibility to be extended but depending on the situation.

Your duty station will be Kyiv, Ukraine and with potential travel in-country depending on needs and access. The position is a non-family duty station and will include R&R benefits for as long as the security situation deems it necessary.

Travelling to the project implementation areas will take place to the degree that the security situation in-country allows. For security reasons, please also highlight if you have already had HEAT training, and the date of this training.

The salary including all allowances and pension payment will be between DKK 40.000 and 45.000 (EUR 5.300-6.000) per month, depending on qualifications and experience. Accommodation in a shared apartment in Kyiv is provided, free of charge.
