Summary:

ME&A is recruiting for a Performance Monitoring Lead for an upcoming USAID-funded Monitoring, Evaluation, and Learning (MEL) contract in Guatemala. The purpose of the contract will be to serve as a central platform for ensuring that development programs funded by USAID in the country to achieve their intended results through strong performance management of services in an efficient and cost-effective manner, with a focus on monitoring technical services; evaluation of technical services; and learning and adaptive management services. This position is full-time contingent upon a contract award.

Responsibilities:

The Performance Monitoring Lead will be responsible for leading the MEL Plan, assuring project teamwork across units meets the overall Activity needs and responds to Mission requests for services. S/he will support USAID and implementing partners to develop, revise, and implement MEL plans and generate evidence to enable the Mission to adapt programming. The ideal candidate will be a dynamic individual who is effective in navigating volatile political environments. S/he will also bring experience coordinating with government entities, partner organizations, and program stakeholders, and the ability to work effectively and respectfully with individuals from diverse backgrounds.

Qualifications:

  • Master’s Degree in international development, statistics, a social science, economics, or another related field. A Bachelor’s degree plus additional work experience will be considered in lieu of Master’s.
  • At least seven (7) years of progressively responsible experience in monitoring and evaluation of international development projects, preferably USAID-funded projects, with a focus on monitoring and evaluation.
  • Experience training and coaching project stakeholders on conducting data quality assessments (DQAs) and visualizations of results and programming efficiencies and requirements.
  • Demonstrated experience in developing activity-level and context indicators, performance indicators, and integrating GIS services to ensure high quality, geo-coded data is collected and mapped.
  • Demonstrated experience in statistical analysis, experimental design and/or data collection analysis, indicator development, data quality assessments.
  • Experience using qualitative and quantitative data analysis tools and software and strengthening capacity of USAID, IP, and other stakeholders in MEL and evidence-based decision making.
  • Excellent expertise leading writing of evaluation reports that synthesizes input and triangulates data from multiple sources into a high-quality document.
  • Knowledge of and access to various stakeholder networks in Guatemala, including government, civil society, private sector, research institutions, indigenous populations, marginalized communities, or a demonstrated ability to forge such relationships.
  • Experience working with local research entities is preferred
  • Fluency in Spanish and English required.
