Summary:

ME&A is recruiting for an Evaluation Lead for an upcoming USAID-funded Monitoring, Evaluation, and Learning (MEL) contract in Guatemala. The purpose of the contract will be to serve as a central platform for ensuring that development programs funded by USAID in the country to achieve their intended results through strong performance management of services in an efficient and cost-effective manner, with a focus on monitoring technical services; evaluation of technical services; and learning and adaptive management services. This position is full-time contingent upon a contract award.

Responsibilities:

The Evaluation Lead shall be responsible for overall management and functioning of all evaluations and special studies and staff engaged in such activities. The Evaluation Lead will direct the team, finalize the evaluation design and methodology, coordinate and lead field activities, consolidate individual input from team members, coordinate the process of assembling the key findings and recommendations. The ideal candidate will also bring experience coordinating with government entities, partner organizations, and program stakeholders, and the ability to work effectively and respectfully with individuals from diverse backgrounds.

Qualifications:

  • Master’s Degree in a relevant field such as international development, a social science, statistics, or economics, or another related field A Bachelor’s degree plus additional work experience will be considered in lieu of Master’s.
  • At least seven (7) years of progressively responsible experience in monitoring and evaluation of international development projects, preferably for USAID-funded projects in Guatemala.
  • Demonstrated experience in international donor program performance, monitoring, and design and implementation of performance and impact evaluations of development interventions.
  • Demonstrated experience in design and field testing of research methods, surveys, questionnaires, and other qualitative and quantitative data collection methods and instruments.
  • Demonstrated experience in statistical analysis, experimental design and/or data collection analysis, indicator development, and data quality assessments.
  • Knowledge of USAID regulations and systems, performance monitoring and evaluation guidance, evaluation policy, gender policy, annual reporting etc.
  • Experience using qualitative and quantitative data analysis tools and software and strengthening capacity in evidence-based decision making.
  • Significant experience in designing or refining questionnaires, focus group discussion guides and interview protocols.
  • Excellent expertise leading writing of evaluation reports that synthesizes input and triangulates data from multiple sources into a high-quality document.
  • Knowledge of and access to various stakeholder networks in Guatemala, including government, civil society, private sector, research institutions, indigenous populations, marginalized communities, or a demonstrated ability to forge such relationships.
  • Fluency in Spanish and English required.
