You will join PATRIR’s Department of Peace Operations (DPO) as our Program Manager for the Ukraine Peacebuilding Support Program. Our Peace Support Program for Ukraine is based upon working in authentic partnership with Ukrainian partners including civil society organizations, youth organizations, women’s organizations, local authorities, national associations, and state institutions, and supporting their efforts and peacebuilding and nonviolence and civil resistance programming in Ukraine. You will be responsible for managing and developing our peace support programs in Ukraine, working to strengthen and support local and nationally-owned and driven programs, as well as working with European and international partners – including NGOs, Governments, and inter-governmental organizations – to strengthen support to peacebuilding, nonviolence, and trauma recovery in Ukraine.

We are looking for a highly capable and motivated candidate both passionate for and experienced in peacebuilding and peace support to join the Department of Peace Operations of PATRIR. We particularly encourage Ukrainian candidates and/or candidates with significant peacebuilding experience to apply.

Looking for a dedicated Peacebuilding & Nonviolence Project Officer: The Ukraine Peace Support Program is based within the Romanian Peace Institute’s Department of Peace Operations. As a Peacebuilding Project Officer with PATRIR you will have the opportunity to play a major role in the Institute’s peace support programs in Ukraine and with opportunity to engage further, globally, based upon your areas of expertise and program areas you wish to engage in.

About our Ukraine Peacebuilding & Nonviolence Support Program

We envision our Ukraine Peacebuilding & Nonviolence Support Program growing significantly in the coming years based upon close engagement, partnership and listening to partners and stakeholders in Ukraine. We take an authentic partnership-based approach to our work. The Program Manager will have important responsibility for listening to communities and partners in Ukraine and, together with partners and our team, carrying out regular peace and conflict needs analysis to inform programming. We also place a strong emphasis on collaboration and doing more together than can be done apart – as well as working actively to avoid overlap, duplication and ‘competition’ between organizations. For this reason our Program Manager and our entire efforts for peacebuilding and nonviolence support in Ukraine will be based upon very active partnership, collaboration and working together with peacebuilding partners and organizations in Ukraine, the EU and internationally. Additionally: our Peacebuilding and Nonviolence Program Manager will be expected to play an important role working to ensure the voices and needs of Ukrainian actors, partners and peacebuilding organizations are heard and listened to by international agencies and partners. Supporting their participation in shaping policies and programs towards Ukraine – both of PATRIR and of the European Union and European Commission, and international NGOs, INGOs and donors – will be an important part of your role.

Our Ukraine Peacebuilding & Nonviolence Support program currently includes (priorities):

• Supporting Ukrainian partners to have their voices heard in setting priorities for peacebuilding and nonviolence programming, and supporting Ukrainian peacebuilding and nonviolence expertise;
• Direct support for civilian-based and nonviolent resistance in Ukraine;
• Making visible Ukrainian programs, work and initiatives for peacebuilding, nonviolent resistance and trauma recovery internationally (as appropriate)
• Immediate and long-term support for strengthening core peacebuilding skills with partner organizations and communities, including local authorities, social inclusion, and trauma recovery;
• Youth-based programming working with youth organizations and the All Ukraine Youth Centres to support their programming, training of youth in peacebuilding and conflict handling skills, training of youth in trauma recovery and trauma first aid;
• Supporting Ukrainian organizations in strategic planning and project- and program- design responding to conflict and peacebuilding needs in Ukraine;
• Working with trauma first aid and trauma psychologists to develop trauma and mental health/well-being and resilience programming;
• Working with schools to develop school-based trauma-informed care for children and youth
• Other areas of programming may be developed in consultation with Ukrainian partners. A strong focus on gender inclusion and combatting gender-based violence is core across all priorities and program lines.

Programming in / on Russia and Belarus: Importantly, together with our work in Ukraine we aim to develop a strong program line to support nonviolent resistance and opposition to the war in Ukraine in Russia and Belarus.

Core areas: Building authentic collaboration and allyship with Ukrainian partners; peace and conflict analysis and participatory, stakeholder-driven needs analysis; active engagement to foster collaborative peacebuilding with local, national and international organizations and agencies; overall management and development of our Ukraine peacebuilding program. Possible additional (highly important areas) for engagement, depending upon the candidates areas of expertise, include: engagement in policy advocacy at the EU and international levels; strong focus on training and capacity building with Ukrainian and international partners.

Main Responsibilities

You will be the Project Officer of PATRIR’s Ukraine Peacebuilding & Nonviolence Support Program. You will be responsible, together with the Project Manager, for building and supporting authentic partnerships and collaboration, ensuring good-practice and ethical-based programming with a strong commitment to local ownership in Ukraine, and working with our Ukrainian partners to in provision of trainings on peacebuilding and nonviolence; carrying out peace and conflict analysis and assessments in Ukraine; working with partners inside and outside the country to support peacebuilding and nonviolence programming in Ukraine. You will also represent PATRIR in international coordination and partnership meetings with a strong focus on strengthening international engagement, support and joint/integrated programming with partners. Ideally you should be able to support further growing our peacebuilding and nonviolence programming for Ukraine. Please note: a very strong focus is on supporting and strengthening local peace capacities in Ukraine, working with gender in peacebuilding and youth programming.

Key Tasks & Duties

• Assist with the organization and carrying out of peacebuilding trainings and international webinars;
• Drafting of a Youth Peacebuilding Toolkit customized for Ukraine;
• Drafting of a customized peacebuilding materials tailored for the needs and contexts in Ukraine;
• Providing support for Ukrainian partners in the development of methodological materials for Peace Schools;
• Work with the project manager to strategically plan and shape the direction of our peacebuilding and nonviolence support program with partners in Ukraine and internationally;
• Participate in peacebuilding assessment missions (in accordance with proper safety and security standards) and writing / presentation of briefings and reporting on needs and situation assessments in Ukraine;
• Carry out administrative tasks related to the Peacebuilding and Nonviolence Support Program for Ukraine – including: project assistance and support to the project manager; communication with donors; working with the team for grant writing and project development; working with our MELI officer to ensure proper monitoring, evaluation, learning and improvements;
• Actively communicate and engage to build partnerships and stakeholder relationships inside Ukraine and with partners in Europe and globally involved in peacebuilding and nonviolence support
• Support advocacy efforts towards EU, UN and other major institutions and donors to increase focus on peacebuilding, nonviolence and peace support programming in Ukraine;
• Participate in international fora and events to increase focus on peacebuilding and nonviolence strategies and approaches in Ukraine;
• Take part in and assist in the organization of national and international coordination meetings and briefings, inputting as required from PATRIR’s response and reporting back to the team
• Comply with all relevant policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies;
• Support the production of high-quality donor reports, internal narrative reports, and collection, analysis, and dissemination of relevant information and data relevant to the response;
• Work with our Communications Team to support advocacy and communication efforts;
• Work closely with specialists to document good practices and lessons learned to promote learning on humanitarian interventions to inform future responses

ROLE REQUIREMENTS:

To be considered for this position candidates must have the following competencies:

• A university degree – preferably Masters or Doctoral level – in peacebuilding or related fields;
• A minimum of 5 years’ experience in peacebuilding or peace support programming is preferred, but candidates who show exceptional passion and capability for the role but who may not yet have 5 years’ experience will be considered
• Candidates who speak Ukrainian and/or Russian are particularly invited to apply. Deep peacebuilding experience and knowledge, together experience in providing trainings as well as doing participatory action research and applied peace and conflict analysis are vital.

• Substantial people and program management experience with good interpersonal skills and the ability to communicate at all levels. Authentically care for people and those living with and experiencing conflict.
• Ability to produce high-quality reports.
• Ability to travel to remote areas affected by disasters with short notice.
• Ability to work in irregular working hours, especially at the onset of an emergency.
• Representational, political awareness, and advocacy skills.
• Ability to work independently
• Fluency in written and spoken English is a necessity. Ukrainian and/or Russian or Romanian language expertise highly valued.
• Detail-oriented, organized, and self-motivated.
• Strong time-management, planning, and organizational skills.
• Ability to work in sometimes high-paced contexts and resilience to stress and crisis situations. You will be working in a team that places a strong emphasis on wellbeing, team care, and support, but in a wartime/humanitarian crisis which sometimes requires being able to work under challenging situations.
• Excellent interpersonal skills including the ability to liaise and communicate with colleagues at all levels of seniority and from different cultures.

Job Specifications: Summary

Position: Peacebuilding & Nonviolence Project Officer Ukraine

Location: Cluj-Napoca, Romania. Applicants must already have the right to work in the EU and ability to relocate to Cluj-Napoca, Romania within 2 – 4 weeks maximum.

Language Requirements: English Fluency is required. Knowledge of another language – in particular Ukrainian and/or Romanian – would be an excellent addition.

Duration: Initial contract duration for 6 months with the intention to extend.

Salary Range: The salary range is from Euros 1100 – 1400 per month net (after taxes) depending upon qualifications and experience, with significant opportunity to increase this further based upon job performance.
