The Role

The conflict in Ukraine has resulted in a major humanitarian crisis. Over 5 million people have fled to neighbouring countries, and millions are displaced within Ukraine. Plan International is responding to the crisis and working in partnership with civil society organisations in Poland, Romania, and Moldova to meet the needs of those affected by the crisis as well as host communities. Plan is supporting an integrated education and child protection response, incorporating mental health and psychosocial support (MHPSS), with cash and voucher assistance (CVA) as a modality.

The Gender Based Violence (GBV) Specialist provides technical support and guidance to Plan International’s Ukraine Crisis response. A priority focus will be supporting our partners, developing skills and ability to implement GBV in emergencies programmes in a humanitarian crisis.

You will be responsible for proactive engagement and support to the clusters and GBV working groups in country, supporting an increased focus on GBV in the humanitarian response and alignment with sectoral standards and ways of working. Through your work, you will build a positive profile of Plan International with donors, UN agencies and support fundraising activities.

The Requirements

· Significant experience of implementing and managing GBV programmes in a range of humanitarian crises.

· Experience of conducting GBV assessments in emergency contexts.

· Experience of training on GBV technical areas with a variety of audiences.

· Proven ability on integration of gender into programme design and implementation.

· Excellent written and verbal communication skills.

· Demonstrable knowledge of the Minimum Standards for Child Protection in Humanitarian Action, Inter-agency Minimum Standards for Gender-based Violence in Emergencies Programming Sphere and the Red Cross/ NGO Code of Conduct.

· Significant experience of external representation with a broad range of stakeholders.

· Proven ability to solve problems independently without direct supervision.

· Ability to work both independently and as part of a team

· Proven ability to work with limited supervision from line manager.

· Well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem-solving skills.

· Proven experience of fundraising from a range of different donors.

Location: Based in Bucharest, Romania with country-wide travel

Type of Role: Six month fixed-term contract
