Background

The Building for Peace Fund Facility (B4PF) is a Grant Facility that aims to contribute to conflict prevention, peacebuilding and reconstruction in the Middle East and North Africa (MENA) region. B4PF introduces an innovative partnership model forging long-term strategic relationships in fragile contexts with Local Non-Governmental Organisations (LNGOs), centred around quality funding, capacity development and learning.

Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the KfW Development Bank, the B4P approach emphasizes the critical importance of anchoring projects in their local context and the added value of combining infrastructure measures and peacebuilding components towards achieving more lasting development and peacebuilding outcomes in fragile areas of interventions.

Job Purpose

The Peace and Conflict Expert (PCE) fulfils a cross-cutting role of mainstreaming conflict-sensitivity and peace promotion in all aspects of the Facility’s work, and of identify opportunities for strengthening social cohesion and peace dynamics. He/she leads the Facility’s analytical work to inform strategic and operational decision-making, maximise institutional learning, and provide technical assistance to LNGO partners.

What you will do

  • In consultation with the Grant Facility Director, lead on providing strategic direction to the peace and conflict dimensions for B4PF and LNGOs
  • Conduct peace and conflict analysis and assessment of needs in relevant MENA countries while Promoting community-led participatory conflict and context analyses to inform project programming..
  • Set strategic priorities around peacebuilding for the country-level LNGO call for proposal and then following up on the Call for proposal and participating in the selection of the successful projects.
  • Lead the identification and selection of peacebuilding partners at regional level and maintain regular communication and coordination with relevant partners, LNGOs and local and national Government counterparts to ensure timely implementation of project activities.
  • Facilitate and provide technical inputs for the implementation of peace and community cohesion related activities, enabling delivery of high-quality outputs and activity results.
  • Responsible for identifying peace-related capacity needs of local partners, and support the design and implementation of capacity development initiatives throughout the project cycle.
  • Conduct monitoring and provide feedback to the partners on the peacebuilding component and collaborate actively with the MEAL Manager, learning partners and the Third-Party Monitoring consultant to assess the facility and projects’ peacebuilding and social cohesion impact/outcomes, and ensure that lessons learned are captured, documented, applied and shared with internal and external stakeholders.
  • In close coordination with the Grant Facility Director, represent the facility in policy, coordination and research fora to advance its strategic objectives as well as representation of B4PF and member of the Fund Management Unit (FMU) in relevant fora, and networking as required
  • Compliance with and adherence to NRC and B4PF policies, guidance and procedures
  • Line management of B4PF staff (Monitoring, Evaluation and Learning (MEAL) Manager)

Professional competencies, Qualifications & Skills required

  • Minimum 5 years of experience from a senior technical position/specialist/advisor in peacebuilding.
  • Advanced University degree in social sciences, international development, conflict studies, public policy or another related field.
  • Proven experience in peacebuilding, conflict transformation, conflict analysis, capacity building and experience working on partnerships with local organizations.
  • Prior expertise working in fragile contexts of the MENA Region (e.g. Iraq, Lebanon, Jordan, Palestine, Yemen, Libya, Syria) is mandatory.
  • Fluency in English, both written and verbal. Arabic language skill is a strong advantage.
  • Specific knowledge of German development cooperation is an advantage.
