**

Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for some of the largest development programmes in the country, namely the Access to Health, the Livelihood and Food Security Fund (LIFT), the Joint Peace Fund (JPF), EU Nexus Mechanism, and the SECO funded UN Trade Cluster Fund. In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative targeting drug resistant malaria in the greater Mekong sub-region. UNOPS also provides procurement, infrastructure and project management services to a wide range of organizations and stakeholders in the country, including international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

** Background Information – Job-specific

Under the overall guidance of the MMCO Director and the direct supervision of the Head of Programme and Partnerships, the Partnerships Specialist will be responsible for developing and implementing the partnership and programme development plan for MMCO in line with MMCO and Regional strategies.

** Functional Responsibilities

Functions:

  1. Partnership and programme development planning;

  2. Development of and follow-up on partnership opportunities;

  3. Representation, inter-agency collaboration and partnership development;

  4. Knowledge management and innovation.

1. Partnership and programme development planning

  • Develop a comprehensive partnership and programme development plan in line with the UNOPS Strategic Plan and Regional Strategies, including country context, analysis of the regional and national humanitarian and development landscape, identification of main partners, strategic positioning of UNOPS in the potential operational niches identified, as well as grow a pipeline of opportunities for MMCO. Ensure the plan reflects in-house capacity, typology of projects and the internal tools and knowledge resources.

  • Examine risks and opportunities presented by the strategic positioning of MMCO and propose appropriate responses to ensure sustainable growth.

  • Coordinate and collaborate with relevant Partnerships personnel at local, regional and HQ levels, as well as with Project Managers and other project personnel of MMCO to ensure aligned and coherent interactions with partners.

  • Coordinate and collaborate with relevant personnel working within different funds and programs under MMCO management to identify working synergies.

2. Develop opportunities

  • Monitor and evaluate humanitarian and development trends and needs to identify areas of collaboration within the UNOPS mandate and existing capacity.

  • Research events, publications and announcements, to track and screen opportunities for possible UNOPS interventions and identify trends that will drive partnership opportunities.

  • Provide advice and feedback to UNOPS HQ and Regional Office on the development of framework partnership agreements that can increase opportunities at the regional level.

  • Contribute to the identification, design, formulation and negotiation of new projects and programs and draft concept notes and project briefs for discussion with partners.

  • Coordinate technical and financial requirements, and negotiate proposals to close new project opportunities.

  • Drafts agreements and/or contractual documents required for the signature and implementation of new projects.

  • Understand and clearly explain UNOPS pricing policy to partners.

  • Contribute to the diversification of MMCO in line with UNOPS strategic and regional objectives, which includes a development of the infrastructure portfolio.

  • In coordination with Communications and Reporting personnel, gather content for communications and outreach materials.

3. Representation and inter-agency partnership

  • Establish and maintain partnerships with UN agencies, international organizations, the local actors, foundations, international NGOs and private sector organizations to diversify project opportunities within thematic scope, and in respect of the UN guidelines of engagement in Myanmar initiating the necessary arrangement.

  • Undertake advocacy, public information and communication activities in collaboration with the Head of Programme and Partnerships when required.

  • On behalf of the Head of Programme and Partnerships, participate in and report on the relevant inter-agency, donor and relevant stakeholder coordination meetings including addressing project development issues in consultation with UNOPS project managers and technical experts when required. Take part in UN common planning and programming processes, including strategic country analysis, UNDAF, response plans, etc.

  • Support the Head of Programme and Partnerships and other concerned personnel in organizing meetings and engagements with relevant local actors, and during meetings, follow-ups, and negotiations with donors, partners and clients thrive to achieve the most cost-effective and mutually beneficial terms for UNOPS engagements with prospective partners and clients.

  • Build a network of key partners and stakeholders, keeping abreast of evolving trends (social, economic, and political), including the application of innovation to partnership and project development.

  • Proactively solve conflicts and address issues and misunderstandings that could occur between UNOPS and various stakeholders.

4. Knowledge management and innovation

  • Implement standards, tools and templates provided by HQ to effectively manage partnership and project development within MMCO to enhance/maintain UNOPS effectiveness as a provider of project services for sustainable results.

  • Contribute to the ongoing research, development and implementation of best practice and innovative approaches to maximise performance and sustain achievements in partnership and project development.

  • Help build partnerships capacity and negotiation skills among the MMCO project managers.

  • Contribute to the dissemination of lessons learned and sharing of best practices for planning and knowledge building among the partnership and project development colleagues.

  • Provide regular feedback to HQ on existing systems, tools and resources to ensure their relevance to day-to-day operations.

  • Support projects’ teams to respond and resolve any incidents and other events that may affect projects’ implementation.

The effective and successful achievement of results achieved by the Partnerships Specialist impacts on the performance of MMCO by maintaining a robust and diverse pipeline of project opportunities, which leads to sustainable growth of MMCO and strengthens the achievements of UNOPS management results and the fulfillment of UNOPS mandate in Myanmar.

** Education/Experience/Language requirements

a. Education

  • A Master’s degree in a relevant field such as Business Administration, International Development, Engineering, Communications or International Relations is required.

  • A Bachelor’s degree in above subjects with an additional 2 years of relevant work experience may be accepted in lieu of the Master’s degree.

b. Work Experience

  • At least 5 years of experience in partnership development and project management, in any of the following areas:

Developing and executing partnership and programme development plans;
Establishing partnerships and strategic networks with UN agencies, governments, foundations, international NGOs or private sector organizations;
Proposal writing and project development; and
Execution of projects related to Humanitarian support, Health and Infrastructure.

  • Full competency in the usage of computers and office software packages is required.

  • Prior experience working in project and programme management, international organizations, international development, post-disaster and/or emergency contexts is desirable.

  • Prince2 and MSP certification shall be considered an advantage.

  • Prior experience in Myanmar or the sub-region shall be considered an asset.

  • Previous experience with UNOPS preferred.

c. Language Requirements

  • Full working knowledge of English is mandatory. Knowledge of the Myanmar language is desirable.
