The Critical Infrastructure Digitalization and Resilience (CIDR) program is a five-year program funded by the United States Agency for International Development (USAID) and implemented by DAI Global LLC (DAI). The CIDR program will support the governments of countries within USAID’s Europe and Eurasia (E&E) portfolio in assisting critical infrastructure entities to: incorporate cybersecurity best practices into organizational operations, planning, and procurement; prioritize cybersecurity investment needs; select appropriate mandatory or voluntary standards and corresponding security controls; and establish the basis for region-wide cybersecurity information sharing. Through a regional approach targeting improved policies and legislation, information sharing, workforce development, and capacity-building, the program will target sectors such as energy, water, transport, healthcare, finance, and telecommunications to improve their cybersecurity protection and response capabilities.

The program is seeking a Partnerships Manager who will be supporting the management and relationships with contracted sub-partners, collaborating across the technical teams to ensure solid partner performance, and identify and manage issues and related to project activity implementation.

Roles and Responsibilities:

Management:

  • Serve as the administrative, contractual, and relationship-management point of contact for DAI’s contracted sub-partners
  • Identify issues and risks related to project activity implementation and elevate concerns to relevant Country Directors or leadership as needed;
  • Address partner performance issues in collaboration with technical teams;
  • Lead bi-annual CIDR Sub-Partner Evaluation process and coordinate with Program Director or his/her designee on sub-partner performance
  • Serve as a project representative at industry events, meetings, and other in-person engagements with project stakeholders;
  • Additional responsibilities may be assigned as project needs evolve.

Strategic

  • Supporting the CIDR leadership team with strategy and process development to improve functionality, with a focus on partner engagement.

Technical

  • Participate in technical discussions with USAID and CIDR technical teams as requested for both current activities and potential buy-ins;
  • Identify appropriate partners for technical activities and/or develop solicitations in collaboration with technical team(s) for activities where new partner(s) are required;
  • Manage the development of subaward Scopes of Work together with CIDR technical teamand USAID representatives;
  • Identify new partners and/or potential solutions when a partner is not delivering as expected;
  • Assemble data required on a recurrent basis to assist in the preparation of reports, analysis, and presentations on partner/activity performance.

Contracts and Finance:

  • Oversee and manage the full award cycle for a portfolio of sub-agreements, including solicitation, review, execution, implementation management, monitoring, communication with recipients, and closeout;
  • Lead in the development of subaward documents such as RFPs/RFAs, grant and contract agreements, and evaluation and selection process;
  • Ensure full compliance with DAI and US government policies, best practices, and procedures relating to subaward development, award, implementation, monitoring and evaluation, and close-out;
  • Establish the project’s grants manual in collaboration with the Finance team and update it, as relevant and required
  • Liaise between the program and DAI home office Project Management Team on issues related to subcontracts and compliance.
  • Lead initial budget development process with partners in collaboration with relevant technical teams and CIDR program leadership
  • Share final budgets with Senior Finance and Operations Director for review and approval;
  • Review partner invoices, address any correction needs, and submit to Finance and Operations Officer/HO program team for payment;
  • Track burn rates for partner budgets and regularly update partners and technical teams of progress.

Qualifications

  • Bachelor’s degree in international development, economics, business administration or other relevant degree; advanced degree preferred
  • At least 5 years’ experience in project management, including subcontractor engagement, contractual oversight and budget monitoring.
  • 3 years of contract or grant management experience preferred.
  • Knowledge of U.S. government regulations, policies, and procedures.
  • Experience managing and tracking multimillion-dollar budgets.
  • Excellent oral and written communication skills.
  • Must be eligible to work in the United States; DAI is unable to sponsor visas.
  • Fluency in English required

Preference

  • Experience implementing government or donor-funded programs in developing countries.
  • Experience with USAID projects, especially Cooperative Agreements.
  • Technical interest or experience in digital development, cybersecurity and/or critical infrastructure

Compensation & Benefits

For employees working in the United States, the full-time equivalent annual base salary for this position is expected to be between $80,000 to $115,000. Salary for part-time employees will be prorated based on actual hours worked. Actual offers will be based on several factors including, but not limited to, qualifications, relevant education, experience, skills, seniority, performance, and business or organizational needs.

Eligible U.S. based employees, will be able to enroll in medical, dental and vision insurance, plus a 401(k)-retirement plan with a company match. Additionally, employees will be eligible for company-paid annual leave (vacation & holidays), sick leave, parental leave; as well as short- and long-term disability coverage. Detailed information will be provided at the time a formal offer is extended.

For employees working outside of the United States, compensation and benefits will vary based on location.
