Job Summary
**This is a local role based in Warsaw, Poland
CARE Poland is seeking a Partnership Manager who will be responsible for management of a portfolio of projects and grants focused on Cash Assistance, Emergency Livelihoods, Shelter and protection among Ukrainian refugees in Poland Slovakia and Hungary. All the projects are implemented through close collaboration with local NGOs.
Based in Warsaw, Poland and under direct line management of Programmes Director, the Partnership Manager will conduct regular field monitoring missions across projects locations, provide technical support to the implementation teams and review narrative and financial reports.
The Partnership Manager will participate in relevant sectoral coordination meetings in Poland and region to inform other group members about the CARE’s supported programmes and CARE strategy and operations.
Responsibilities:
Projects Identification and contracting:
- In coordination with Programmes Director (PD), Gender in Emergencies Advisor, Fellow Partnership Manager
- Gender in Emergencies identifies relevant, high impact projects focused cash assistance, livelihoods, shelter and protection issues
- Supports partner organization in development of high quality projects proposals and required annexes
- Conducts due diligence of potential partner organizations
- Together with Finance Manager, reviews and approves the project budget
Field monitoring and reporting:
- In close collaboration with partner organizations and gender in emergencies advisor, conducts regular (min 2 per project) field monitoring missions to the locations where projects are implemented.
- Following the field visits, PM provides feedback to the partner organization and discusses identified issues with partner organization personnel to identify remedial actions. The identified issues should be entered into an issue tracker for each project and regularly followed up until they are resolved.
- Prepares field monitoring report which is shared with CARE PL senior management and partner organization.
- Extracts the relevant information from the reports and contributes to the preparation of monthly situation reports
- Reviews partners narrative reports and provides feedback.
Capacity building:
- In the beginning of the partnership, coordinates series of trainings for partners to ensure compliance with CARE requirements including procurement and finance, narrative reporting, MEAL, communication and visibility, PSEA and Safeguarding, etc.
- Conducts organizational capacity assessment to identify the main capacity gaps and areas for improvement.
- Supports partner organizations with relevant, tailored trainings and hands on capacity building exercises.
Coordination and networking:
- Participates actively and regularly in relevant coordination meetings at national and regional levels.
- Ensures CARE advocacy messages and perspectives of smaller organizations are reflected in the meetings agenda.
- Shares all the relevant information with CARE PL and CARE International colleagues
- Develops a wide network of international and national NGOs to ensure CARE’s operations in the region are relevant, well informed and address important gaps.
Qualifications:
- Academic qualifications in humanitarian assistance, economics, social studies and/or other relevant discipline
- Specialized training in cash assistance programming, food security and livelihoods, shelter/ housing, GBV, child protection will be a distinctive advantage
- Minimum 3 years of working experience with I/NGO or international organizations in the field of cash assistance, food security and livelihoods, shelter/ housing.
- Strong project management skills
- Fluent in English: Polish, Ukrainian and Russian will be a strong advantage
