Background

In partnership and collaboration with Caritas Iraq, CRS Iraq is supporting conflict-affected people to live in dignity through the provision of improved shelter conditions, educational support for children, water, sanitation, and hygiene assistance, livelihoods restoration and development, and social cohesion programs. With a staff team of over 120 and offices in Erbil, Duhok, Baghdad, Kirkuk, Fallujah, and Mosul, CRS Iraq currently manages 18 million USD yearly, includ ing funding from USAID, OFDA, US State Department (PRM), and other public and private donors.

As a member of the Caritas Internationalis confederation, CRS works closely with other Caritas agencies with programming in Iraq, specifically Caritas Iraq and Caritas Germany.

Job Summary

You will manage and provide technical oversight of the development and implementation of the Country Program’s (CP) partnership and capacity strengthening efforts, ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its high-quality capacity strengthening, institutional strengthening and accompaniment.

Based on an agreement between Caritas Germany, Caritas Iraq, an d CRS, this position (funded by Caritas Germany) will work specifically in support of Caritas Germany and BMZ-funded projects to Caritas Iraq. This will involve project-specific support on a three-year, four million Euro BMZ-funded project on psychosocial support (PSS) and livelihoods in Ninewa Plains, ongoing institutional-level capacity strengthening support and accompaniment to Caritas Iraq, and facilitating coordination and partnership between CRS, Caritas Germany, and Caritas Iraq. You will be directly supervised by CRS, and will also report to Caritas Germany and Caritas Iraq, and will coordinate and represent the interests of Caritas Germany, Caritas Iraq, and CRS in-country.

Roles And Key Responsibilities

  • Provide project-specific guidance and technical oversight of all projects funded by Caritas-Germany/BMZ to Caritas Iraq, throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS and Caritas Germany quality principles and standards, donor guidelines, and industry best practices.
  • Effectively manage talent for partnership and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.

Required Languages – Fluent English and proficiency in Arabic

Travel – Must be willing and able to travel up to 50 % from assignment location, Erbil, to project site including Baghdad, Anbar, Dohuk, Ninewa governorates. Occasional regional and international travel, as needed.

Supervisory Responsibilities Project Internal Controls Officer (seconded to Caritas Germany)

Preferred Qualifications

  • Experience engaging with partner organizations
  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
  • Demonstrated ability to write high quality technical proposals.
  • MEAL skills and experience required.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Basic Qualifications

  • Master’s Degree in International Development, International Relations or in a similar field required. Additional experience may substitute for some education.
  • Minimum of 5 years experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of program management,
  • Experience in managing moderately complex projects preferably with an international NGO.
