Details Mission and objectives

The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established by Security Council resolution 2100 of 25 April 2013 to support political processes in the country and to carry out a number of security-related tasks. The Mission has been asked to support the transitional authorities of Mali in the stabilization of the country and implementation of the transitional roadmap, focusing on major population centers and lines of communication, protecting civilians, human rights monitoring, the creation of conditions for the provision of humanitarian assistance and the return of displaced persons, the extension of State authority and the preparation of free, inclusive and peaceful elections. Context

  • Perform duties on timely manner;
  • Provide information including cash count results to the Budget and Finance Section within 2 business days;
  • Be focused on client orientation including responses to all client enquires within 2 business days;
  • Provide accurate and reliable statements of expenditure on the fund entrusted to the postholder.

Task Description

Under the direct supervision of the Regional Senior Administrative Officer and second reporting line to the Chief of Finance and Budget Section and with the delegated authority, the successful applicant will be in charge of the following duties: Ensure that coordination of finance operations is conducted in timely manner. A. General Coordination:

  • Attend to the section chief`s meetings and provide status report on the financial operation in Gao.
  • Schedule and hold meetings with local banks.
  • Submit weekly reports to the Chief of Quality Control and Reporting (QAR)
  • Fortnightly meeting with Chief of Budget and Finance Section on operation of finance in Gao. B. Payments:
  • Receive, verify, and process invoices for payment of goods and services supplied to the Mission from petty cash and imprest account;
  • Reconcile vendors’ accounts and respond to vendors inquiries;
  • Ensure that valid banking details are provided by staff members including national and international individual contractors, UNVs, Uniformed personnel etc. to avoid delay in payment approval.
  • Receive, verify, and process payment relating to Trust Funds, QIPs, or other payments. C. Cashier-related:
  • Process replenishment of imprest and petty cash accounts on timely manner.
  • Undertake investigation into inquiries about the status of the payments
  • Liaise with the local bank on issues concerning mission’s transactions
  • Maintain clients’ banking details in UMOJA
  • Reconcile cash journal and accounts D. Other tasks assigned by RAO and Chief of Budget and Finance Section:
  • Receive, verify, and process payment of invoices for payment of goods and services supplied to Gao welfare committee from welfare unit ac-count produce a report at the end recovery financial period;
  • Handle personnel queries and follow up with MINUSMA HQ on pending issues;
  • Fill the banking details and MSA distributions for the staff;
  • Team meetings with all regional finance officers on any areas that is peculiar to the respective individual region such as Management of Emergency Cash Advances and IC payments.
  • Guide and support the personnel on matters relate to banking issues and banking details.
  • Recovery of cash daily from visitors using the transit camp and deposit same amount in MINUSMA account on quarterly basis and follow up the staff’s salaries with HR Office, UNV offices;
  • Assist UNVs with DSA and R&R payment and submission of bank information
  • Follow up with the bank on the operation of ATM installed in the mission area
  • Coordinate the replenishment, and the card swallowed
  • Assist MSO, Unpol and Civilian by giving them their pays lip and in-formation on the accommodation payment status
  • Submit all financial queries either through INEED/FSS/Umoja or through Finance Section Bamako and regularly follow up if unsolved,
  • Reconciliation of advances
