The Air Force Civilian Service is looking for two Full-Time PALACE Acquire Program (PAQ), Program Managers (GS-1101-07 or GS-09, Target GS-12 or equivalent), to work at Air Force Materiel Command (AFMC) in the Air Force Test Center. One position at Edwards Air Force Base, CA and one at Eglin Air Force Base, FL.

This is a GS-07, or GS-09 entry position with development to a full performance GS-12 or equivalent (NH-03). Typical 2023 starting salary (includes Edwards AFB locality):

• GS-07: $54,067

• GS-09: $66,134

• GS-11: $80,015

• GS-12 (or equivalent): $95,905

Telework Information:

• This position is Situational Telework Eligible (must reside in the local area) for UP TO a maximum of 80% of the time. Amount of telework time and telework schedule will be at the discretion of the Selecting Official and implemented after entrance on duty.

Entry at a GS-07: You must have completed a 4-year course of study leading to a bachelor’s from an accredited institution AND must have documented Superior Academic Achievement (SAA) at the undergraduate level in one of the following:

o Class Standing – upper third of the graduating class based on completed courses in the college, university, or major subdivision

o Grade Point Average – 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum. If more than 10 percent of total undergraduate credit hours are non-graded, i.e. pass/fail, CLEP, CCAF, DANTES, military credit, etc, you cannot qualify based on GPA;

o Election to membership in a national scholastic honor society (note: freshman honor society cannot be used to meet the requirements of this position). (If qualifying based on class standing or honor society membership, provide appropriate documentation). You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

– Entry at a GS-09: To qualify for an initial starting grade at GS-9 level you must have completed a 6-year course of study leading to a Master’s from an accredited institution AND must have documented Superior Academic Achievement (SAA) at the undergraduate level in one of the following:

o Class Standing – upper third of the graduating class based on completed courses in the college, university, or major subdivision

o Grade Point Average – 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 6 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum. Both GS-07 and GS-09 requirements:

– DAWIA Certification: Obtain DAWIA PM Practitioner after four years of acquisition experience.

– Perform a variety of specific tasks designed to develop knowledge and skills in applying Acquisition Program Management principles, methods and techniques and understanding the fundamental precepts of defense systems acquisitions.

– Knowledge of acquisitions program management principles, techniques, requirements, methods, and practices to carry out tasks to support planning, organizing, and managing weapon systems acquisition.

– Carries out special projects designed to facilitate the full use of the intern’s training and development.

– Analytical and evaluation skills to assess capability in meeting customer or project requirement.
