Winrock International

The Regional Agriculture Innovation Network (RAIN) project is a five year, USDA-funded project implemented by Winrock International. RAIN will expand adoption of climate-smart production practices by 30,000 farmers through creation of a regional knowledge hub. RAIN will identify, validate, scale, and share climate-smart technologies and practices that increase productivity, profitability, and trade opportunities in the Thai agriculture sector, while simultaneously reducing greenhouse gas emissions and natural resource depletion.

Through validation of climate-smart technologies and practices, and capacity building of private and public sector actors, RAIN will increase competitiveness and expand opportunities for agricultural trade through climate-smart production. Winrock will lead this project with partner Michigan State University.

The Operations and Finance Director manages the Administrative, Procurement, Financial, and Human Resource aspects of RAIN based in Bangkok, Thailand.

ESSENTIAL RESPONSIBILITIES:

  • Ensure Compliance with Policies and Procedures: Updates project manuals per changes in local regulations and develops checklists to guide staff in the timely and accurate completion of key operational, procurement, and financial activities. Enact sound internal controls to ensure responsible administration of donor resources. Ensure project adherence to local laws, USDA regulations, and Winrock policies. Conduct spot checks as needed.
  • Manage Financial Operations: Oversee project office accounts and budget expenditures for the project and sub-awardees, ensuring compliance with Winrock and USDA regulations. Train and support all staff to follow Winrock accounting policies. Ensure preparation of monthly reports submissions, monthly wires, payment vouchers, reconciliation of staff advances, and other required documentation.
  • Oversee Financial Performance: Develop and manage project budget, including the monthly financial performance of reconciling actual expenditures to forecasts. Provide detailed analysis of expenditures and forecasts as needed.
  • Oversee Procurement and Travel: Ensure staff adherence to all procurement and petty cash procedures. Maintain an asset register. Support staff in following travel policies and procedures.
  • Monitor Sub-Awards: Monitor the grant cycle in all stages (design, call, selection, management, closure) and guide staff to complete all necessary steps.
  • Guide Staff Recruitment and Development: Collaborate with hiring managers to direct fair recruitment activities in compliance with policies and local labor laws. Coordinate onboarding, staff development, and performance review activities to help staff achieve professional success. Maintain complete and confidential personnel files.
  • Manage Compensation: Monitor timekeeping and ensure timely payment of staff, track staff annual and sick leave accrual, and ensure accurate payments for all insurance and other benefits.
  • Serve as Project Liaison: Represent Winrock with local counsel, bank officials, auditors, and government agencies regarding legal, regulatory, and tax matters. Collaborate with Regional People and Culture (HR) Representative and Team. Collaborate with International Controller to ensure proper management and risk mitigation for all financial functions.
  • Manage Team: Directly manage three employees (accountant, grants manager, admin specialist), overseeing the hiring, training, development, and supervision of the employees in accordance with the Winrock personnel manual.
  • Other duties as assigned.

QUALIFICATIONS AND BACKGROUND:

  • At least 10 years of experience leading financial, administrative, and/or procurement of donor-funded programs (USG experience preferred)
  • B.S. or equivalent university degree in Finance, Business Administration, or related field. Certification in accounting preferred
  • Experience hiring, coaching, and supervising staff
  • Familiarity with general accounting principles, grant administration, and procurement processes
  • Excellent computer software skills in MS Excel and Word
  • Fluency in English and Thai required
