JOB DESCRIPTION

The Finance Coordinator is responsible for the implementation of the financial procedures; contributing to the planning and implementation of the NRC projects in Ukraine; contribute to the achievement of NRC’s objectives in Ukraine. Overall management of the finance team in the area office.

RESPONSIBILITIES

Generic responsibilities

  1. Adherence to NRC policies, guidance, and procedures.
  2. Implement NRC’s systems and procedures at the area level.
  3. Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements.
  4. Prepare and submit reports and analyses.
  5. Ensure proper filing of all supporting documents.
  6. Support line managers in the financial procedures and perform the required team training.
  7. Ensure development and implementation of administrative systems and procedures.
  8. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
  9. Ensure that the accounting, monitoring, and reporting are according to procedures.

Specific responsibilities

  • Update and monitor the area master budget – including allocation of costs in coordination with heads of units/departments and identifying funding gaps.
  • Ensure effective cash flows, prepare a forecast of expenditures and submit monthly cash requests.
  • Ensure timely payments to the vendors, contractors and suppliers, etc.; following NRC’s financial procedures and contract policies.
  • Ensure the financial supporting documents meet NRC and Donors rules and regulations.
  • Ensure the bookkeeping is done daily; utilizing the NRC Agresso accounting system.
  • Responsible for the month-end closing and preparation of the Balance Reconciliation sheet (BRC) within the stipulated period, with close coordination with the country office finance team.
  • Provide up-to-date analysis and regular reports for the Area’s financial status and Area-specific grants.
  • Monthly “Budget vs Actual” reports are updated and shared with the budget holders.
  • Conduct monthly budget review meetings at the area level with the relevant budget holders.
  • In coordination with the area HR team, review the Salary spending plans monthly and report gaps if any.
  • Support the Finance Manager (FM) at the year-end closure and external/internal audits.
  • Support FM in the preparation of grant proposals and donor financial reports.
  • Advise budget holders on donors’ regulations and NRC policies regarding financial payments/procedures.

QUALIFICATIONS

Professional competencies

  • Bachelor’s degree in relevant field.
  • Minimum 3 years of experience working in a humanitarian organization.
  • Previous experience from working in complex and volatile contexts.
  • Fluency in Ukrainian, English, and Russian.
  • Knowledge of Ukrainian law regarding taxes, VAT, pension, social insurance and other taxes.
  • Familiar with NRC donors’ rules and regulations.
