arche noVa e.V.- Initiative for People in Need is an independent non-profit and non-governmental organisation (NGO) from Dresden/Germany working primarily in the field of humanitarian aid, early recovery and development. Our main focus is on water, sanitation and hygiene (WASH).

Since September 2008 arche noVa has been active in Myanmar. At the moment we are implementing projects in three different regions: Northern Shan State, Rakhine State and Kachin State. Our main sectors are: WASH, DRR and basic infrastructure, although broader Emergency Response is also part of our scope given the current volatile Myanmar context. Operational & Technical Advisor Myanmar (f/m/d)

The overall responsibilities of the Operational &Technical Advisor (OTA) are focused around supporting the operational and programme management. The OTA is based at the coordination office in Yangon but supports programmes in Shan, Rakhine and Kachin as well. Field visits to the project sites will be included if the security situation and legal restrictions allow.

Reports to: Head of Mission (HoM)
Start date: 08/2023
Duration: 2 years with possibility of renewal, 6 months’ probation period

Your responsibilities:

The OTA will be part of the Senior Management Team (SMT) and will contribute to the steering of strategic processes and safeguarding of programming in line with implementation manuals and management tools. The OTA will support the SMT of arche noVa Myanmar (AN) to maintain the organisation’s ability to operate and further strengthen itself. The OTA will provide technical support and assistance to AN’s Programmes Team in particular through specific assistance and/or the assignment to take over specific tasks. In consultation and coordination with the Head of Programmes (HoP), the OTA will lead quality and timely project donor reporting to be presented to the Desk Manager in HQ. The Head of Mission (HoM) will be supported by OTA to identify possible partnerships and map different donors to develop and present new project proposals with the aim of consolidating and expanding AN’s work in the country and the achievement of agreed Objective Key Results (OKR)

The duties include, but are not limited to the following:

Support to Programme and project work of AN Myanmar (Country and Field Offices)

  • General and ad hoc support to Head of Programmes (HoP) and Programme Managers (PM) for adjustments of programme and project work to contextual changes
  • Support to AN’s key technical positions, such as Hygiene Specialist and the WASH Engineer (WE) to further integrate their work into AN’s Programme
  • Lead quality and timely project donor reporting in close cooperation with the HoP and Head of Finance & Administration (HoFA)
  • Support to the AN Programme Team to further develop own capacities
  • Maintain, support and coordinate existing partnerships with other local and international organisations
  • In cooperation with other members of the SMT, seek for and contribute to entering into new partnerships with new local and international partners
  • Support AN’s partner organisations providing technical assistance, mentoring and coaching according to their needs and aspirations, and in line with project plans
  • Lead or support HoP regarding Emergency Response activities should these occur (role decided ad hoc by HoM)
  • Where appropriate and feasible visit the project sites for monitoring and capacity development purposes

Support to SMT and HQ

  • General / ad hoc support to and assistance for HoM
  • In cooperation with HQ and SMT, contribute to the development of policy, guidelines, templates, SOPs and other management documents
  • Develop a greening strategy and raise awareness for improved environmental behaviour in operational and programmatic processes
  • Support SMT in further development of the Country Strategy / the Country Strategic Planning
  • Take on specific requests / requirements from HQ

Requirements:

  • A College or University degree in Humanitarian/Development Studies, Economics, International Relations or related
  • At least 5 years of practical experience as a technical expert on specific development cooperation/humanitarian aid programmes
  • Solid professional experiences in Asia
  • Excellent writing abilities for drafting policies, guidelines or technical briefs and experience in project proposal writing for multiple donors
  • Sound knowledge of institutional donors (e.g. BMZ, GFFO, UN OCHA managed Pool Fund, FCDO, UNICEF)
  • Excellent verbal communication skills to consult multiple teams and ability to conduct technical trainings
  • Experience in capacity building
  • Experience in WaSH, DRR and / or basic infrastructure
  • Strong analytic skills and ability to prioritize tasks
  • Motivated team member with pro-active working attitude
  • Fluent in English, German would be considered as strong advantage
  • Willingness to travel to field locations
