Context & Mission

At the heart of the Department of Operations of the Geneva Operational Center (OCG), the “cells” are made up of a multidisciplinary team of 7 to 8 people (Program Manager, Deputy Program Manager, Polyvalent Medical Referent, Operational HR Advisor (HROP), Operational Logistics Manager, Operational Finance Manager, Operational Communications Manager, Cell Assistant) whose function is to supervise and coordinate MSF activities in several countries.

The cells are the direct interface from headquarters to the field. Each member is in charge of a specific component under the supervision (functional link) of a Program Manager, with a hierarchical link (technical link) with the coordinator of the corresponding service. In the cell, the HROP centralizes and serves as a referent for HR matters of the missions with the various HR units at headquarters, the other members of the Cell as well as the Human Resources Coordinator (HRCo) or Head of Mission (HoM) in coordination.

As a member of a multidisciplinary team (the Cell) and based on the proposals of the missions’ coordination teams, the HROP advises and supports the HRCo and the HoM in the design and development of HR strategies, policies and processes in order to best achieve the medico-operational objectives of the mission and projects. The HROP identifies the strategic human resources priorities in order to adapt the HR support and expresses the needs in terms of expertise to be developed by the human resources department.

As a strategic partner of operations and as a member of the Cell, the HROP participates in the definition of the objectives and the operational strategy of the missions supported by the concerned cell and of the various HR units at headquarters, while having a transversal vision on institutional issues, a global vision of HR issues and constant attention to the implementation of the OCG Strategic Plan.

For the missions supported by the concerned cell and as a priority, the HROP:

  • Guides the HR Coordinators (HRCos) to define the mission’s HR strategy, the action plan to implement this strategy and the indicators to monitor it and measure its achievement.
  • Accompanies the HRCos to define, adapt, plan and supervise the implementation of the mission’s HR policies and ensure that they are consistent with the context, the operational and institutional challenges and the HR strategy.
  • Advises the HRCos for all the HR activities implemented in the mission and ensures the application of the policies, procedures and standards defined by the headquarters in terms of HRM as well as the HR fundamentals. In particular, ensures the documentation of the exceptions that are supported and is responsible for their validation with the HR department.
  • Is available for technical support to the missions in terms of HRM and pays attention to the HR problems that the missions could face while leaving latitude and leeway to the mission to identify solutions adapted to the situations on site in a spirit of field empowerment and risk reduction.
  • Accompanies the HRCos in making major and impactful decisions related to personnel management.
  • Advises on the composition of teams (size, expertise, diversity).

Your Profile

Education

  • A university-level diploma or tertiary degree, or equivalent, in People Management or similar
  • An advanced tertiary degree/ a graduate degree or equivalent is considered an advantage
  • Additional operational & HR MSF training an asset

Experiences

  1. MSF

  2. Minimum 24 months in the field as HRCo with MSF

  3. Experience in conflict management is required

  4. Experience in creating HR development plans will be an asset

  5. Operational experience as a project coordinator is a plus

  6. Outside of MSF

  7. Field experience in an HR position and in team management required

  8. Experience in people development

Languages

  • Fluent in French and English
  • Arabic is an advantage

Professional competencies

  • Confirmed expertise in HRM
  • IT: Windows 10, database, Excel (use of macros), Homere, Power BI
  • Mastery of MSF tools and HR fundamentals

Terms of Employment

  • Position based in Amman with regular visits to the mission
  • 3-year term renewable once, maximum 6 years
  • Full-time, 100%.
  • Ideal starting date: end June 2022
  • Remuneration: according to the internal regulations and salary grid of MSF in Amman.
