JOB CONTEXT:

HI is engaged in supporting the Ukrainian population affected by the war: since February 28, two teams left for Ukraine and the neighboring countries to analyze the context, the security, and the needs.

To date, HI continues the implementation of its program in two countries, Ukraine and Moldova.

More than any other, HI ensures that humanitarian actions are inclusive, allowing the most vulnerable populations (people with disabilities, elderly, sick, injured) to have access to the help they need. With a focus on physical rehabilitation, psychosocial support, shelter, access to food, water, and sanitation, explosive remnants of war risk education, and advocacy.

With its Atlas Logistics Unit, HI also ensures the delivery of humanitarian aid in hard-to-reach areas in the East for all NGOs in need thanks to its shared transport and storage activities.

Overall management of ATLAS Logistique (AL) common transport and storage services, Capacity Building for all the stakeholders. Ensure the smooth operation, quality and accountability of the project to users and donors. Reinforce autonomy of the team. Explore opportunities of development/Evolution of ATLAS program in Ukraine. Enhance an agile set up providing standby storage and transport capacities to the humanitarian community in order to respond to any evolution of the conflict in Ukraine. Scout for new storage capacities to adapt to the humanitarian response; deploy transportable storage capacities if needed. Manage last mile delivery hubs for the eastern and north region (Dnipro, Kharkiv). See other opportunities to develop this service in other parts of the country if needed. Coordinate with all the coordination actors and agencies to streamline the humanitarian effort. Enhance overall Ukrainian logistics information analysis, insure information sharing to the humanitarian community.

Position based in Dnipro with frequent movements to Vinnytsia, Kharkiv and Kiyv. More than 50 NGOs have already set up offices in Dnipro.

YOUR MISSION:

Under the responsibility of the Country Director, with functional links to the Atlas Deployment manager (HQ), you, as operation manager, you lead the analysis of the needs of the humanitarian community in terms of humanitarian access and logistic services, manage relations and partnerships with all Atlas Partners, aid agencies and donors.

You participate and represent AL in various coordination forums and logistics cluster. You are responsible for the diagnosis, operational design, management and monitoring of new Atlas Logistique field projects, as well as pilot projects structuring AL’s development. You actively participate in the fundraising of AL projects and write or contribute to the writing of narratives and budgetary packages for AL project proposals. You support the Project Managers in the integration of tools and processes specific to AL.

More precisely, you are in charge of:

  • Strategic implementation of Atlas programming in the country;
  • Donors & coordination representation;
  • Internal coherent coordination of the project and consistent management of the project’s teams in liaison with the mission’s logistics, administrative, financial and security services;
  • Compliance with the security regulations and legal frameworks in place on the mission and ensuring compliance on the part of the teams;
  • Production of the project’s proposal;
  • Insure funding sustainability;
  • Identify and analyze the overall humanitarian community needs to ensure that the project meets these needs and fill the gaps.

YOUR PROFILE:

• You hold a degree in a field related to the job (humanitarian, Sciences Po, etc.)

• You have at least 3 years of professional experience in Area/Field/project management in challenging humanitarian contexts

• You have successful experience in methodological support for project design and management successful negotiation experience in a complex political environment

• You have several successful experiences in designing and producing project proposals

• You know how design and coordinate of complex emergency interventions

• You have strong and solid management and communication skills

• You are fluent English (oral and written)

• You show strong organizational skills, you are autonomous and reactive

CHARACTERISTICS OF THE POSITION:

The security situation in Dnipropetrovsk remains stable. Markets, restaurants and cafés are open and life continues as normal. There is a strict curfew from 11:30 pm to 6:00 am. There have been a few attacks by ballistic missiles since the beginning of the war on the airport, military and logistic installations in the periphery and also in the without any impact on the city center. The closest frontline is 130 km away, completely out of range for artillery or terrestrial attacks.

HI staff in Dnipropetrovsk is accommodated in shared HI guesthouses (individual rooms) in city center, near to office, restaurants, cafes, and malls within walking distance. GH standards are very good, comfortable and fully equipped.

  • 5 months International contract starting from mid November 2022
  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2860 € gross/month upon experience
  • Perdiem: 527 € net/month – paid in the field
  • Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: 5 days every 8 weeks = possible transport/package support.
  • Position: unaccompanied
  • Housing: Collective taken in charge by HI
