Reporting to the Regional Manager of Human Resources for Latin America and Country Manager of the country, the HR Officer is responsible for carrying out administrative processes related to personnel and ensuring compliance with employee welfare activities, which are framed in the labor parameters in force in the Peruvian Legislation and in the policies of Human Resources of HI.

mission

1. Ensure the efficient management of human resources for the program, adapting HI’s policies, processes and regulations, seeking compliance with the strategic vision of the region, maintaining an ideal human talent for the needs of the program.

to. Lead the development of national human resource policies, especially with regard to pay and benefits, social policy, staff development, training, archiving, selection and hiring processes, vacations, trial periods, disciplinary measures in accordance with human resources regulations and the local specificities of Peru

b. Prepare, agree, update and timely communicate the documents that serve as the internal regulatory framework: Internal Staff Regulations, Manual of Policies and Procedures, Safety and Health at Work, Risk Prevention Manual, Code of Ethics and other institutional documents.

c. Contribute to the application of internal work regulations and administrative processes of national and expatriate personnel

d. Analyze any risk that may arise in relation to the management of human resources (human, social, legal, financial, or in terms of image for the organization), ensure that the risk and its analysis are properly communicated to the Country Manager of the country and advise on measures to be taken.

and. Identify the skills of the personnel to be developed and systematize the training and capacity development plan in accordance with the needs of the program

F. Collaborate with the talent retention plan by supporting the preparation of surveys and identification of the needs of workers.

g. Support in the implementation of the necessary mechanisms to measure the level of satisfaction of the workers.

h. Ensure the implementation of the HR strategic plan in accordance with the guidelines of the region.

i. Update and monitor HR management indicators

J. Maintain an adequate record and control of the documentation related to the work of its dependency and update the corresponding information systems.

2. Ensure compliance with the administrative and legal framework of the program and local regulations

to. Has responsibility for compliance with legislation relating to all HI staff matters

b. Communicates changes in policies and procedures to the organization’s personnel and ensures compliance.

c. Updates and secures the physical and virtual file of active and retired employees of the Organization

d. Make a database and keep it updated with the information of national and foreign personnel.
and. Coordinate the implementation and monitoring of the Occupational Health and Safety Regulations and the Medical Surveillance Plan, prevention and control of COVID 19
f. Responsible for attending the audits of the entire rector (Ministry of Labor, SUNAFIL) in coordination with the Country Manager.
g. Ensure the good physical conditions of the place or work environment of all the Organization’s personnel (Office in Lima and headquarters), in accordance with the Occupational Health and Safety Regulations.

3. Develop the tasks of selection, hiring, Induction, monitoring of personnel.

to. Prepare the TDR of the vacancies in coordination with the Project Managers and manage the publication in the authorized media.

b. Manage the selection process by preparing a list of candidates, preselection, summons to interviews, results table and confirmation of the selected one.

c. Carry out the process of telephone confirmation of references, resume and review the documentation submitted by the candidates.

d. Responsible for preparing contractual documents (contracts, addenda, agreements, contract resolutions) for personnel and interns, which comply with current regulations, coordinating with the relevant areas.

and. Management and monitoring of requests and cancellations of institutional email accounts

F. Optimize, develop, coordinate and supervise the process of induction of new personnel.

g. Carry out the affiliation of HI employees to the ESSALUD, CTS, AFP and other related systems.

h. Prepare and update the database of national personnel with regard to rest times (management of vacations, permits, compensation, illness, accidents, absences, suspensions, reprimands, change of position, promotions, change of remuneration, procedures in ESSALUD, etc.) and proper management of physical documentation

i. Coordinate with the accounting department for the preparation of payment slips, liquidation of Social Benefits, issue certificates of work income, proof of CTS deposit and others.

J. Carry out the contracting, renewal of life insurance law.

K. Prepare work certificates, certificates of services, pre-professional practices for collaborators or former collaborators.

4. Ensures information management of expatriate staff

to. Follow up and report to the region and headquarters information required of expatriate personnel.

b. Provides advice on the conditions and terms of benefits for expatriate personnel.
