Program Summary:

Project HOPE is providing humanitarian assistance to internally displaced and conflict-affected persons throughout Ukraine, as well as support to refugees in Poland, Romania, and Moldova. The portfolio in Ukraine focuses on Health, Protection, and WASH programming in partnership with two local NGOs, with private funding and support from USAID/BHA.

This position will be based in Dnipro/East, Ukraine. Local Nationals Only

POSITION SUMMARY:

The primary function of the OBGYN Specialist includes serving as a technical specialist for the maternal and child health technical needs (Prenatal and Postnatal). The OBGYN Specialist will assist the Program Manager in the monitoring, technical support, and evaluation of assigned field projects with community-based maternal and child health components.

PRINCIPAL RESPONSIBILITIES:

  • Advise and ensure the implementation of the strategies to improve quality and access to maternal, newborn and child health-care services.
  • Advise and ensure high impact interventions during prenatal and postnatal period, infancy and childhood periods are properly provided to mothers, newborns and children.
  • Advise and ensure integration of newborn and child health in maternal health-care services at health facilities and facilitate referral within a facility and with other health facilities.
  • Monitors the adequacy and timeliness of administrative support from HOPE to the maternal and child health programs.
  • Assess training needs of staff and community members and facilitate organization of these trainings.
  • Review the supervision system for the health facility staff and develop and implement regular supervisory visits.
  • Work closely with the supply chain management team and other partners to ensure consistent prenatal, newborn and child health commodity stock in the health facilities.
  • Facilitate partnership with local organizations that are working in the areas of maternal and childcare to create partnership, collaboration, and synergy in operation areas.
  • Travel to regions to support field program activities and capacity building efforts.
  • Assists in monitoring the adequacy of program budgetary requirements.
  • Facilitate the documentation of best practices and lessons learned, directed toward multiple audiences and for program scale up.
  • Provide regular progress reports to the Country Team Leads.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Advance Degree in Medicine with extensive training experience in obstetrics, gynecological and newborn care interventions with a minimum of 5-7 years of experiences.
  • Strong understanding of the international aspects of and trends in the health of women and children.
  • Minimum 5 years’ experience leading programs and projects dealing with the health issues of women and children.
  • Exceptionally strong interpersonal skills, with experience and comfort interacting with senior representatives of government, industry, funding organizations and the health professions.
  • Experience in practical fieldwork with strong planning, organization and supervision skills.
  • Ability to think strategically and integrate diverse information from varied sources.
  • Fluent knowledge of Ukrainian and English (Upper-intermediate or higher; interview conducted in English).
  • Essential computer literacy (word, excel. PowerPoint and internet).

Work environment:

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
