GOAL

General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Job purpose:

The Nutrition Manager, based in Turkey, is responsible for the planning, implementation and reporting of GOAL’s nutrition activities in Northwest Syria, with the support of the Nutrition Manager and Deputy Nutrition Manager in Northwest Syria. The Nutrition Manager will support the Nutrition Coordinator on the development of the nutrition intervention and ensure coordination, planning, monitoring and management of program activities implemented directly and via the local partner(s). This will involve working with different support departments in GOAL to ensure timely and effective monitoring and evaluation of nutrition program activities and impact. The Nutrition Manager will be responsible for day-to-day programme implementation and monitoring ensuring that the programme effectively and efficiently achieves its objectives in accordance with GOAL’s guidelines and principles and donor requirements. This will involve working with different support departments in GOAL to ensure timely and effective monitoring and evaluation of nutrition program activities and impact. Additionally, they will be responsible for external coordination with the Nutrition Cluster and Nutrition Actors.

Duties, objectives and competencies

  • Support Nutrition Coordinator with reviewing program progress against GOAL Syria Nutrition strategy ensure new proposals and activities are in line with the strategy.
  • Support with proposal development by providing up-to-date context-specific technical inputs and feasibility data from the field team.
  • Develop reports for GOAL and donor reports as requested, in collaboration with the Deputy/Nutrition Managers in Syria and other departments as needed.
  • Manage project budget by reviewing monthly budget versus actual report with timeline and objectives in mind.
  • Monitor achievement against indicators on monthly basis by reviewing reported achievements from the nutrition team and nutrition partners.
  • In line with project implementation, plan for selection and verification of the nutrition GOAL/partner beneficiary lists with the selection and verification teams.
  • Overlook GOAL direct and partners nutrition day-to-day activities, resolve issues, and provide technical support for effective implementation.
  • Support with developing workplans for different projects to ensure timely achievement of objectives, completion of deliverables, and expenditure.
  • Contribute to the design of nutrition activities including the roll out of family MUAC approach, distribution of supplementary nutrition products and MIYCN-E (Maternal and Infant and Young Child Nutrition) behaviour change communication and ensure that it’s in line with the Nutrition cluster recommendation, country context and BNFs preferences.
  • With the support of Nutrition Manager in Syria, develop and maintain project tools that support implementation and review of progress, such as workplans, indicator tables, and project trackers.
  • Review program data collection tools throughout the project lifecycle for nutrition team and nutrition partner to ensure project outcomes are collected and quality of work is measured.
  • Raise procurement requests in line with the procurement plan for the project and coordinate with the logistics team where needed for transportation/warehousing needs.
  • Periodically review program MEL tools with the MEL department. Continuously review weekly MEL reports to address issues that arise immediately as needed and review monthly reports to ensure project outputs and outcomes are being achieved.
  • Work closely with the Accountability and Learning departments to ensure project activities have proper feedback mechanisms and develop learning lessons to continuously refine activities.
  • Liaise with support and program quality departments such as finance, procurement, logistics, human resources, management information system (MIS), to ensure projects are implemented efficiently.
  • Manage the details of referral mechanisms between nutrition and other departments, especially food security assistance.
  • Actively coordinate, design and promote the integration of nutrition within other GOAL programmes as appropriate e.g. food security, WASH, livelihoods
  • Represent GOAL in external meetings, by attending cluster meetings and actively participate in technical working groups, while maintaining strong relationships with nutrition actors, UN Agencies, and governmental bodies.
  • Review and develop program SOPs.
  • Ensure all program vacancies are filled in time in coordination with the HR department in line with the recruitment process.
  • Support Nutrition Coordinator at identifying technical training needs, developing training materials that are technically sound and provide the training to the project staff.
  • Review project staff appraisals with the Nutrition Manager in Syria to ensure tasks and objectives are in line with program goals and objectives.
  • Travel, 2-4 times a year to the field office to meet with the nutrition team for coordination meetings and provision of technical trainings (conditional on ability to arrange travel clearance and approvals).
  • Other related tasks as requested by the Nutrition Coordinator.

Requirements (essential)

  • Bachelor’s degree level (or equivalent qualification) or MSc in nutrition, science, public health, medicine, or any other relevant field.
  • At least 5 years’ experience working in an INGO or NGO for Syria country response.
  • Minimum 3 years of relevant experience in nutrition or health related humanitarian programming in a senior or program management position.
  • At least 2 years’ experience with program/project budget development and management, donor reporting, proposal development, operations and program management.
  • Excellent grasp of MS office package.
  • Sufficient experience in leading teams effectively and enthusiastically with sufficient communication and interpersonal skills.
  • Good communication skills in English at mid-range to advanced level with particularly excellent writing skills in English.
  • Good communication skills in native Arabic language or at advanced level.

Requirements (desired)

  • At least 3 years’ experience in nutrition programs/projects in Maternal Infant and Young Child Nutrition/Feeding, Community Management of Acute Malnutrition and others.
  • Experience in implementing Cash and Voucher Assistance projects for at least one year.
  • Experience in implementing behaviour change communication projects (developing and testing key information messages, delivering/designing individual counselling/mass or focus group messaging, capacity development, community mobilization and advocacy, etc…).
  • Ability to work effectively in a fast-paced and stressful environment.
  • Ability to operate Power BI.
  • Excellent time management and resourcefulness, with particular attention to detail.
