Accountability Officer (National Contract)

The Opportunity

The Accountability Officer will be a dedicated individual with proven experience on accountability and participatory systems and in core humanitarian standards to provide training and support to the personnel of SC including MEAL and Program Personnel, and its implementing partners. They will be responsible for all accountability related activities within the AO, including ensuring Save the Children’s standards and processes are adhered to, developing accountability related materials and tools, supporting SC staff and partner staff in building their accountability capacity and improving their accountability processes, and maintaining the FCRM system in the AO. They will also support the Accountability Manager based in Amman in the implementation of the Boost Accountability to Children and Communities Program (BAACP).

In order to be successful you will bring/have:

Required

* BSc/BA/BEng in Social Sciences, Computer Sciences, Statistics or related field.
* At least 2 years of experience in MEAL activities and scope, with a focus on accountability systems.
* Experience working with implementing partners
* Previous experience with remote partnership management modalities
* Fluent in English, both spoken and written
* Native / Fluent Arabic both verbal and written, required
* Experience of training and capacity building
* Excellent communication and influencing skills
* Politically and culturally sensitive with qualities of patience, tact and diplomacy
* The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
* Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

Desirable
* Previous experience working in humanitarian programmes in Syria

Key Areas of Responsibility:

The Accountability Officer will be responsible for the following:

BAACP Project:
* Support the Accountability Manager on the adaptation of tools and modalities for the different objectives of the BAACP project.
* Support the Accountability Manager on the implementation of the capacity building component of the BAACP.

Accountability Systems:
* Support in the assessment of the current capacity of key positions to ensure implementation of accountability across the AO.
* Support in analysis of accountability data and suggest and coordinate recommendations from programme teams to support better program implementation or decision making processes.
* Supporting the Accountability Manager to streamline SCI’s approach to accountability and participation, setting down minimum requirements (following the Core Humanitarian Standard, SCI Accountability Procedure, MEAL in Emergencies System Quality Benchmarks, and SC Practice Standards in Child Participation) and ensuring that it complements and is an integrated part of the overall MEAL system.
* Lead on the contextualisation of accountability quality benchmarks for the AO.
* Support on the development of information sharing protocols with Partners.
* Ensure that information sharing from key project/program documents, including research, learning, FCRM analyses, with affected communities.
* Lead on work related to institutional learning, ensuring that lessons and challenges from the project are properly documented and logged into the learning log.
* Support the MEAL Manager on oversight of the Feedback and Reporting Mechanisms in the AO, and make necessary interventions for system corrections and suggestions to the MEAL teams.
* Ensure feedback trackers are updated and submitted on time, highlighting errors, escalating recurring issues submitted by beneficiaries, and ensuring the feedback loop is closed in a timely manner.
* Support the Accountability Manager adapting the associated tools required to implement the accountability and participation minimum requirements to ensure that roll-out is standardized across operational areas (e.g. information posters, complaints database, child-friendly methodology guidance).

Program Implementation:
* Follow up with field staff on activities they implement related to accountability, and respond to their technical questions.
* As required undertake technical support visits and offer remote technical support to partners implementing accountability and participation activities.
* Conduct regular visits to implementing partners to monitor and report on the implementation of the capacity building project.
* Assist the Accountability Manager in setting up regular partner meetings, organizing trainings and workshops, and managing accountability working groups with partners.
* Support the work of partners with the community-based committees and organizations to streamline community and children involvement in programming.
* Support MEAL and Program teams to ensure all projects encourage active participation from affected communities, and meet SC standards on community and children participation.
* Identify training needs and capacity building support required in the AO, and conduct coaching sessions to address any challenges that arise.

Integration of values:
* Contribute towards the integration of MEAL within SCI, as a core component of the programs team.
* Contribute to safe MEAL and SCI activities, ensuring compliance with policies on child safeguarding, PSEA, anti-harassment and bullying, health and safety, security, equal opportunities, and non-discrimination.
* Contribute to age, gender, and disability sensitivity, and child-focused programme implementation, promoting these methodologies across MEAL and SCI activities.
* Contribute to an approach of applied learning and adaptation based on evidence across MEAL and SCI activities.
* Contribute to people centred MEAL and SCI activities, that ensure that we respond to the needs of affected populations, maintain contextual relevance, and Do No Harm.
* Contribute to accountable and participatory MEAL and SCI activities, ensuring that accountability and participation are integral elements of all aspects of SCI’s approach to MEAL in SRO.
* Contribute to data protection and security by design as a core approach to MEAL, IM, and SCI activities, ensuring that key international and local legislation, SCI policies, and industry best-practices are followed.

Other
* Any other tasks as requested by your Line Manager.
* Ad hoc requests as approved by your Line Manage
* Be prepared to varying day to day activities and work pattern/hours in humanitarian response situations.
* Position holder may be required to outside of normal duties and working hours during emergency responses.

We offer a competitive package in the context of the sector at the pay-grade of the position, transportation allowance as per relevant internal policy and 20 days of annual leave per year.

Position holder will be based in Gaziantep, therefore legal right to work in Turkey is necessary at the time of applicaton.
