WORK CONTEXT

Cesvi is an Italian-based NGO.

The Organization in partnership with Alliance2015 network is currently responding to the humanitarian crisis followed to the conflict in Ukraine.

Cesvi staff is currently deployed in Hungary, Poland and Romania.

Main activities on-going are: food and non-food item distribution, cash activities, legal-aid, protection and shelter in support of the refugees and IDPs.

JOB DESCRIPTION

The Project Manager will be based in Cracow (Poland) and will respond to Cesvi Emergency Coordinator.

The Project Manager works in collaboration with the Cesvi team in the country.

The Project Manager is responsible for initiating, planning, executing, controlling and closing a project. To do this, the Project Manager must coordinate the staff that is involved or work in the project. In further detail the Project Manager will be responsible for:

Ensuring that project activities are implemented on time and according to the approved project documentation

Definition and implementation of project activities

Monitoring of project activities and identification of necessary amendments, in accordance with the Emergency Coordinator and Cesvi HQ.

Coordination with project partners for the activities to be implemented; drafting of MoUs to be submitted to HQ for revision (Legal dept)

Coordination with other PMs, if present, for project implemented in the same area to avoid duplication and overlapping and promote synergy of intervention

Ensuring the correct filing of project documentation

Financial management, procurement procedures and purchases related to the assigned projects, in collaboration with the local administrator and under the supervision of the HQ accountants for the correct allocation of costs.

Management of project donors’ relations, in coordination with the Emergency Coordinator

Drafting of reports and submission of documentation to the donor (through the HQ) ensuring the achievement of the expected results foreseen in the project document for the related period

Ensure proper filling of project documents

Management of the relation with project’s stakeholders, involving the Emergency Coordinator and Cesvi HQ when strategic for Cesvi work in the country

Contribute to the definition of the internal procedures manual

Efficient management of the office, goods and means

Coordination with HQ and the Emergency Coordinator for visibility activities related to the assigned projects

Human Resources management

Coordination of Cesvi and partner’s staff assigning specific tasks and objectives to ensure the achievement of the goal of the project, according to MoU provisions.

Local staff selection and training according to the project’s activities and in compliance with applicable procedures and safe recruitment procedure

Direct coordination of project’s staff in agreement with the Emergency Coordinator recommendations, ensuring alignment with administrative and security matters

Development of Cesvi presence in the country

Participation in sectorial clusters, sharing periodical update with the Emergency Coordinator

Support in analysis and needs assessments for new projects

Contribute to Cesvi’s strategy on the field

In coordination with the Emergency Coordinator and the HQ, contribution to donors’ relations and promotion, through meeting and presentations of new donors’ acquisition, both through taking active part to forums and workshop and through direct organization of ad hoc meetings

Supervision and implementation of Cesvi Safeguarding policies

ESSENTIAL REQUIREMENTS

University degree in International Development, International Relations, Political Science, Law

Minimum five (5) years’ project management experience in NGO environment, including experience directing and implementing programs in both protracted crisis and/or development contexts

Prior experience in Poland and/or other complex areas in Eastern Europe

Prior experience in needs assessments and project proposal writing

Solid knowledge of NGO procedures, approaches and operations

Knowledge of project cycle management

Prior experience in implementing humanitarian projects addressed to Refugees and IDPs

Familiarity with the Protection, Shelter, Emergency and Recovery programming sector/sub sector

Knowledge of effective financial and budgetary planning and control, review and evaluation

Ability to produce timely project proposals and high-quality narrative reports

Experience of managing multi-donor and multi-site programmes

Proven experience in personnel management and in capacity building of National/International staff

Extensive experience of working role within a complex country programme in recovery and emergency response or in fragile state or protracted crises

Good reporting skills, analysis of project’s indicators and objectives

Fair understanding of budget issues in humanitarian projects (i.e. administrative and financial planning)

Proficiency in English, written and spoken

Proficiency in Polish, written and spoken

Strong computer skills including Microsoft Word, Excel

DESIRABLE REQUIREMENTS

Master’s degree or other professional degree desired

Experience in field base management

Experience in coordinating activities across multiple locations, also remotely

Knowledge of rules and regulations of main institutional donors operating in emergency (i.e. ECHO)

Knowledge of Russian (oral and written)

Knowledge of Ukrainian (oral and written)
