National procurement Consultant

HI is registered under the Ministry of Social Solidarity of the Arab Republic of Egypt in 2013,. HI has been implementing various programs to promote access to inclusive and adapted services for persons with disabilities and vulnerable groups, including refugees and migrants, in Greater Cairo and Upper Egypt. HI is currently operating in the following sectors: Inclusive governance, Physical and functional rehabilitation, Early childhood development, Mental health and psychosocial support, Inclusive education, Economic Inclusion, Accessibility, and Inclusive Humanitarian Action. HI’s modalities of intervention include direct implementation, partnership, and technical assistance. In Egypt, partnership and especially support to local actors have been the privileged modality. HI has supported numerous local civil society organizations (with various profiles, including CBOs, CDAs, OPDs, NGOs, etc.) through technical capacities building and financial support based on capacities assessment and support plan co-designed with the partners and implemented through projects. Background of the consultancy:

This consultancy is expected to support to the overall emergency response organized by HI in support of the Gaza Humanitarian crisis. With the support of the Egyptian Red Crescent (ERC)

HI is planning to procure materials to cover the basic needs of Gaza citizens in the following markets:

  • Mobility aids
  • First aid kit and wound dressings
  • Educational bag
  • Stress Management Toolkit
  • Hygiene Kits
  • Dignity Bags
  • Kitchen set
  • Electric & IT equipment

Qualification and Experience:

  1. Academic: Bachelor’s degree or equivalent in business administration, management, commerce, supply chain, procurement, or related field;

b. Experience:

  • At least ten years of experience as a Procurement Specialist or have had responsibilities with a substantial content of his/her position in the procurement area
  • Strong knowledge of the Egyptian market and a proven record in managing emergency procurement.
  • Sound understanding of principles underlying good procurement practices and international agencies’ procurement guidelines
  • Analytical capability in identifying and resolving procurement issues.
  • Specialized knowledge of and significant experience in 2-3 substantive areas/aspects of procurement (e.g. procurement of goods; preparation of bidding/contract documents for the procurement of goods, works, services; public procurement policies; practices).
  • Strong communication skills in presenting, discussing, and resolving complex issues.
  • To ensure impartiality, the consultant must not be in any way affiliated with business entities that are currently providing or are seeking to provide goods or services to HI.
  • Fluency in written and spoken both English and Arabic
  • Excellent ICT & computer skills.
  • Good reporting skills

Objective and Scope of Services:

  • Work under the guidance of the mission Logistics Manager in implementing all aspects of procurement during the Gaza crises
  • Develop a procurement plan for goods for the support of Gaza Crises
  • To prepare an invitation for bids, requests for expressions of interest, bidding, documents, requests for proposals, evaluation reports, prepare contracts, and other documents concerning procurement of goods for the following markets:
    • Mobility aids
    • First aid kit and wound dressings
    • Educational bag
    • Stress Management Toolkit
    • Hygiene Kits
    • Dignity Bags
    • Kitchen set
    • Electric & IT equipment
  • Provide operational advice on concepts, policies, and procedures for local procurement matters.
  • Closely monitor procurement activities in reference to the Procurement Plan timeline and the procurement approval process of the Government /ERC and bring any slippage of activities immediately to the attention of the LM.
  • Conduct diagnostic analyses on delays, inefficiency, etc. in the system and provide recommendations to improve the same, if required.
  • Evaluate Bids and selection of suppliers/vendors based on well-defined criteria i.e. availability, quality, price, and delivery to AL Arish.
  • Negotiate financial and delivery terms and conditions with selected/ identified suppliers/vendors.

Consultancy duration: this consultancy is requested for one month with a possible extension of two months in case of need.

Prospective consultants are requested to submit proposals including the following:

  • Profile of the consultant/consultancy firm. If more than one consultant will be involved, provide information on the responsibilities and expected roles of each consultant.
  • Please share in annexes the resumes of all proposed evaluation team members (including detailed work experience and education) and references
  • Technical offer including Understanding and interpretation of the Terms of Reference; Proposed approach and methodology, Market timetable
  • Financial offer (please note that the budget should cover all costs required for the consultancy )
