Overview of position:

  • There are 8.2 million people in need of humanitarian assistance in Somalia. The country also has one of the highest numbers of Internally Displaced Peoples (IDPs) in the world with more than 3.8 million who have been displaced by conflict, insecurity, forced evictions, droughts & floods.
  • In Somalia, climate change acts as a threat multiplier by exacerbating competition between clans over grazing land & water resources, inducing displacement & the recruitment of youth by armed actors, marginalizing minority groups & empowering the extremist organization, Al Shabaab, which exploits inter clan grievances to capitalize on climate induced crises. Somalia is currently experiencing an extreme drought due to the impact of five consecutive failed rainy seasons, a climatic event not seen in at least 40 years.
  • Our clients mission in Somalia is to implement frontline activities as well as taking the lead in the Displacement Tracking Matrix (DTM) program, which encompasses mobility tracking, flow monitoring & surveys components that aim at supporting evidence based programming. DTM operations cover all accessible districts in Somalia & the scale & scope of its activities are increasing.
  • Under the overall supervision of the Senior Program Coordinator (Emergency & Post Crisis) & the direct supervision of the Program Manager (DTM) & in coordination with the Senior Project Assistant, the candidate will be responsible for overseeing Field Operations & implementation of DTM data collection activities.

Role objectives:

In particular, s / he will:

  • Coordinate the operational management & implementation of DTM field activities, including data collection, monitoring & data verification activities.
  • Manage, lead & provide operational oversight of a large diverse field team working in complex environments across multiple locations; ensuring safety, security, welfare & support.
  • Supervise field assessments with multi layered data collection techniques to gather timely information about displacement, population mobility, movement flows & any other source of data required.
  • Regularly report to DTM Coordinator on field activities progress, issues & other information relevant with DTM field activities and implementation.
  • Track progress & ensure that deadlines are met.
  • Draft & review project documents as required, including contributing to the development of new projects by selecting & summarizing key contextual information relevant to DTM activities.
  • Organize appropriate trainings for the data collection team on issues related to DTM operations, including data collection methods & procedures on a regular basis.
  • Build & maintain effective relationships with national / local authorities, states institutions, civil society & other relevant stakeholders, including effective coordination & information exchange.
  • Represent DTM at relevant operational meetings in the field.
  • Coordinate the organization and deployment of DTM missions to the field.
  • Coordinate the logistical planning & procurement in close liaison with the Senior Project Assistant to ensure timely response.
  • Liasie closely with our client & CTGs security units regarding DTM Enumerator movements & field operations.
  • Provide regular & relevant contextual updates in the form of memos / briefs from the states DTM operates in.
  • Perform such other duties as may be assigned.

Project reporting:

  • This role will work under the overall supervision of the Senior Program Coordinator (Emergency & Post Crisis) & the direct supervision of the Program Manager (DTM) & in coordination with the Senior Project Assistant.

Key competencies:

  • Bachelor’s in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with four years of relevant professional experience (essential), a Master’s in the above fields with 2 years of relevant professional experience (desirable).
  • Practical experience in data collection, research in & emergency / humanitarian context.
  • Strong knowledge of data collection & research techniques, including surveys, key informant interviews, focus group discussions.
  • Experience working in international organizations & the humanitarian community.
  • Experience in relevant issues such as migration, displacement & humanitarian assistance.
  • Experience in liaising with governmental authorities, other national / international institutions & NGOs.
  • Excellent knowledge of political & migration context of Somalia.
  • Experience in project management & implementation.
  • 5 years’ experience in Africa preferably in Somalia.
  • For this position, fluency in Somali & English is required (oral & written).
  • Demonstrated ability for leadership in the context of partnership building & consensual decision making.
  • Proven diplomacy skills.
  • Strong computer skills, in particular use of MS Office package & data collection apps including Kobo Collect & ODK.
  • Excellent reporting & communication skills.
