Overview of position:
Our client deployed to Mali in January 2013 to conduct an emergency assessment of the situation with regard to explosive threats. In July 2013, the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established under Security Council resolution 2100.
With Security Council resolution 2690 (2023), it was decided to terminate the mandate of MINUSMA, effective 30 June 2023, after a decade of continuous activities. The Council requested MINUSMA to initiate the cessation of its operations & transfer of its tasks on 1 July 2023, along with an orderly & safe drawdown & withdrawal of personnel, aiming to conclude the process by 31 December 2023. The liquidation of MINUSMA is set to commence on 1 January 2024.
In alignment with these mandates, our client was engaged to implement a mine action program in Mali. This program aims to support MINUSMA’s liquidation efforts, focusing on ammunition & explosives disposal in the context of camp clearance & explosive ordnance risk assessment for the remaining camps during MINUSMA’s liquidation from 1 January 2024 to 30 June 2024.

Role objectives:
The CTG contracted National Operations Assistant will be responsible for assisting the International Operations & Quality Assurance Officer in the day to day management of the safe & efficient disposal of munitions & weapons that are awaiting destruction as part of the liquidation phase post MINUSMA withdrawal. S / he shall be responsible for his / her travel arrangements & shall liaise with the international CTG staff assigned to them as supervisor, on all security matters. S / he will report to the International Operations & Quality Assurance Officer & is responsible for the provision & implementation of the following:
Assist in the preparation of incinerations & demolitions.
Carry out ground work to prepare the demolition sites, such as digging pits.
Loading & unloading vehicles with all required demolition / incineration equipment & handling of explosives.
Driving duties as required.
Assist the Operations Officers with preparation of charges & site set up.
Assists in carrying out all operational activities as per agreed disposal plans / weapons disposal operations.
Responsible for assisting the control & security of explosives & / or disposal equipment used during the disposal of ammunition & weapons.
Awareness of the International Mine Action Standards (IMAS) & International Ammunition Technical Guidelines (IATG’s).
Ensure implementation of activities in accordance with approved SOP.
Other tasks as directed by the Operations Officer.
Willingness to learn basic Explosive Ordnance Disposal (EOD) awareness skills, throughout the contracted period.

Project reporting:
This role reports to the International Operations & Quality Assurance Officer.

Key competencies:
High school diploma with at least 2 years of experience in manual handling (military or humanitarian mine action).
Fluency in spoken English & / or French is a requirement, knowledge of a 2nd UN language is an added advantage.
Knowledge of the International Mine Action Standards (IMAS) is desired.
Recent demolition experience (within the last 36 months) in Mali is desired.
Current excavator license is desired.

This role has no team management responsibility.
