Context:

Under the overall supervision of the Head of Programmes (Manila) and direct supervision of the Head of Programme Support Unit (PSU), the successful candidate will provide specialized support to the information management (IM) and monitoring and evaluation (M&E) and reporting needs of the IOM Philippines Mission.

Core Functions / Responsibilities:

  • Support and contribute to a Country Monitoring and Evaluation (M&E) Framework for all project/programmes to be used across sub offices and units. The Framework should capture the donor’s requirements as well as IOM’s institutional requirements.
  • Provide support to programme and project teams in setting up and implementing M&E plans and systems; ensure linkage to various existing frameworks including Mission country strategy, inter-agency (UN) frameworks, regional and global strategies and plans, among others.
  • Strengthen the M&E capacity through the conduct of M&E training, mentoring and technical support to project staff in country missions, including implementing partners (IPs) to ensure consistency and quality of the M&E across the projects, programmes and units.
  • Provide guidance in the planning and implementation of M&E activities.
  • Provide oversight and technical assistance in the development of project monitoring reports and evaluation reports (as applicable) to be shared with the donors and other relevant stakeholders.
  • Periodically perform programme or project results framework review to fit specific programme contexts in line with IOM with donor requirements; regional and country priorities. Perform programme data analysis, review programme quarterly and annual reports and provide relevant feedback to inform the management team’s decision on areas of programme delivery as well as progress in need of improvement.
  • Initiate and facilitate learning sessions on M&E, project achievements and various thematic areas of IOM programming; contribute to institutional learning through documentation of best practices and lessons learned.
  • Provide technical support to all stages of the project management cycle, from project development to evaluation, in the aspects of IM and M&E, in coordination with the relevant colleagues.
  • Contribute to the resource mobilization efforts by providing necessary technical M&E input into funding proposals.
  • Contribute to responding to various reporting requests by providing up-to-date information and monitoring results, both internally (such as IOM-HQ and Regional Offices) and externally (such as donors and partner entities).
  • Support UN coordination efforts including attend inter-agency working group meetings of relevant thematic areas i.e. M&E networks/forums.
  • Undertake duty travel to ensure compliance with programme delivery quality, adherence to agreed M&E standards and norms; undertake M&E data quality assurance and data verification; identify bottlenecks impeding project delivery and gather feedback about IOM’s work among others.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Social Science, Development Management or Planning, Statistics, or any related field from an accredited academic institution; or
  • University degree in the above fields with minimum two years of relevant professional experience.

Experience

  • Experience in IM/M&E development and implementation, information analysis and report writing, required.
  • Proven ability to consolidate and validate information from multiple sources.
  • Proven ability to work with basic presentation software, e.g. Microsoft PowerPoint and Excel, required.
  • Knowledge of ACCESS and statistical analysis, preferred.

Skills

  • In depth knowledge and ability to utilize various M&E methodologies, techniques and tools.
  • Ability to think critically and analytically and innovate in handling various projects and programme of diverse thematic areas and operational contexts.
  • Team management skills and ability to lead and mentor a team of staff.
  • Good communications skills, both written and oral, and ability to work in teamwork and collaboration, with internal and external entities.
  • High organizational skills and ability to deliver under time pressure.
  • Knowledge of various UN and IOM frameworks and strategies; an advantage.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
