Terms of Reference: National Development Plan III (2022 – 2026) Regional Consultations Consultant

Duty station: Hargeisa-Somaliland

Reporting to: Minister of Planning and National Development-Somaliland

Type of assignment: Secondment

Duration: 5 Months

1. Background

Somaliland National Development Plan (NDP III) will be the next step in achieving the long term development aspirations of The Somaliland National Vision 2030. It will also be an opportunity to incorporate global development frameworks, i.e. New Deal partnership principles and Sustainable Development Goals into one defining development document that is supported by all key stakeholders; government, private sector, community, civil society and international partners.

In line with the recommendations came out from NDP2 external review report, to ensure that the new NDP2 is inclusive and participatory, there is a need to conduct regional consultations. This is because regions have different resource base, priorities, opportunities, challenges and concerns that have to be addressed differently in the new national development. This ensures producing a national development plan document owned by the all regions of the country whereby regional disparities are reflected. It is against this background that the Ministry of planning and National Development will organize regional public consultations to ensure that the concerns, resource bases and priorities of very region is appropriately incorporated to the next development plan.

2. Duties

  • Prepare regional consultation plan process.
  • Assist NDP III Technical Team in the facilitation of workshops for the setting out of regional goals, objectives, outcomes, targets and priorities.
  • Prepare clear work-plan with methodology for data collection from various stakeholders related to regional.
  • Review progress and achievements in implementation of Regional consultation for NDP III identifying successes and failures;
  • Develop inclusiveness in NDP3 regional top priorities
  • Identifying regional key priorities to be incorporated in NDP3
  • Identifying key regional opportunities and challenges
  • Assessing regional threats and concerns

· To ensure regional stakeholders are informed and engaged within the National Development Plan development process

· Provide central government Sectors and decision makers with an understanding of regional development strengths, weaknesses, opportunities and threats which will be applied during the Sector prioritization process.

3. Purpose of the assignment:

To provide assistance to the NDP III Technical Team in the regional consultation meeting within the NDP III.

a) Regional consultation meeting reports

b) National Development Plan III

5. Reporting:

The consultant’s work will be guided by NDP III technical team and will report his/her progress directly to the Minister of Planning and National Development Somaliland.

6. Impact Required:

Besides the specific outputs and scope of work mentioned the following steps/actions are required to be undertaken throughout the assignment. These are standard requirements for all assignments undertaken through this contract:

a) Transfer of skills: One of the main responsibilities of the qualified Somaliland expatriate, and one which he/she will be measured against, will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution which civil servants will have to benefit from this knowledge.

b) Work plan: A work plan will have to be developed with the Supervisor during the first week of assignment which will provide clear and time bound activities to successfully implement the outputs of the assignment.

c) Mid Term Review: there will be a mid-term review of the assignment between the incumbent and the beneficiary institution to discuss progress of the assignment and feedback on performance.

d) Interim and Final Reports: A progress report will be submitted by the incumbent to the Supervisor. Thereafter a final report will be provided at the end of assignment.

7. Implementation

Sources of information and methodology to be employed

Documents: The consultant shall make themselves familiar with all relevant and available background infor­ma­tion, such as national planning and vision documents, addendums, decision documents, work plans, progress reports, and minutes from the

Interviews: In addition, the review will be done through interviews with key informants. The consultant is expected to have extensive meetings with stakeholders, women as well as men, and government counterparts, other donors and other partners providing relevant input for purpose of the review.

Preparations: Upon signing of the contract, the Consultant will study relevant documents, and work out a mission preparation note.

Field work: The Consultant shall undertake 6 days in regional field visits. Each Regional Workshop will take no longer than one day. 6 Regional Workshops will be conducted over a 10-day period

8. Qualifications of the Consultant

The consultant/Advisor will have overall responsibility for the assignment but will also be supported by Sector Technical Teams. It is desirable for the Consultant to have the following disciplines and qualifications:

· Proven experience in development of National Development Plans and mainstreaming

· Experience in evidence-based development planning and policy in Somaliland and/or Africa

· Knowledge of and experience working with/in the specific sector being analyzed.

· Knowledge of and experience in project management and using sector wide approaches.

· Experience in fiscal forward projections and planning.

· Awareness of Aid Effectiveness Principles.

· Strong critical analysis skills.

· Demonstrated skills in formulation, planning and budgeting.

· Strong proven critical qualitative and quantitative analytical skills.

· Advanced computer skills would be an asset.

· Displays cultural, gender, religion, race, nationality, age sensitivity and adaptability.

· Highest standards of integrity, discretion, and loyalty.

· Fluency in written and spoken Somali and English languages.
