ABOUT THE MISSION

MISSION: SIZE, BASES, BUDGET, NUMBER OF EXPATRIATES AND NATIONAL STAFFS.

Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 800 000 people, led to an assessment in May 2021 and to the reopening of the mission. The assessment, carried out in the most affected district highlighted needs, particularly in the WASH sector, and the lack of emergency actors. The mission is opening in a complex security and administrative environment, where access will be a major issue.

Solidarites International was one of the first INGO actors to respond to the growing crisis in Cabo Delgado, leading emergency response and distributions in hard-to-reach areas. SI has completed its opening phase, and is massively scaling up in 2022. A new field base is planned for the first half of 2022, and multiple new projects are opening including a 12 M USD BHA project.

TYPE AND CONTENT OF PROGRAM

The two projects aim to support IDPs and host communities affected by the conflict. The areas of intervention are Mueda and Nangade districts, in the north of Cabo Delgado Province. The project is articulated in two main axes of intervention, providing both lifesaving activities and sustainable WASH activities, guaranteeing an immediate response to most critical needs while ensuring a sustainable impact. The following activities will be implemented: Emergency water treatment and supply (SWAT) Mueda, Emergency latrines support, Provision of hygiene kits and hygiene promotion in transit centers. In relocation camps, SI will support access to safe water, improve sanitation, distribute hygiene kits and Promote hygiene basic practices

Complementary projects, as well as other project targeting other district are under development.

ABOUT THE JOB

GENERAL OBJECTIVES

The Country Director is Solidarités International’s official representative in a country, or part of a country according to the cut-out decided.

S/He is in charge of the smooth running of the mission.

S/He proposes mission strategy, according to the geopolitical and humanitarian context, and ensures its implementation once it has been validated.

S/He monitors projects, ensuring that they are progressing in accordance with the Solidarités International charter and complying with internal and contractual procedures.

S/He mobilizes the material and financial resources necessary for the programs to run effectively and supervises the administration of these resources.

S/He coordinates the teams in place and ensures their security on the mission.

S/He is the direct liaison for Solidarités International’s HQ.

PRIORITIES FOR THE 2/3 FIRST MONTHS:

Manage relationships with local authorities, obtain the authorization to work in the province / district (Credential) manage the project MoU with provincial authorities, and follow up the extension and renewal of the registration. Ensure coordination with other actor and UNICEF.

Liaise with the donors and manage the fundraising and future strategic positioning for SI.

Supervise the two bases

Contribute to develop and design new projects, in Cabo delgado

YOUR PROFILE

EDUCATION: Any generalist background with a high sensitivity on context analysis is welcome

EXPERIENCE:

  • At least three years of experience as manager in humanitarian environments, including as Country Director or field coordinator
  • A significant experience of management, including of international staff is necessary
  • Experience in capacity buildings of teams;
  • Skills in humanitarian analysis and external representation
  • Experience on security management in complex environment
  • Experience in Mozambique is an asset

TECHNICAL SKILLS AND KNOWLEDGE:

  • Knowledge on project management and PCM;
  • Technical experience in WASH, food, hygiene or shelter is an asset
  • Training and capacity building skills;
  • MS office.

LANGUAGES: English is mandatory

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 3000 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.

SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
