ABOUT THE MISSION

SOLIDARITÉS INTERNATIONAL (SI) is a humanitarian NGO which is committed to meeting the vital needs of populations faced with a major crisis of human or natural origin and to strengthening their resilience, particularly regarding Water, Sanitation and Hygiene, and food security.

SI is an international non-profit, non-political and non-religious organization established in Afghanistan in 1980 and headquartered in Paris, France. SI is operational in 18 countries over the world, including in Mozambique.

Palma Sede has traditionally been a fishing and farming village. However, the conflict and the recent draughts affecting the area have had a long lasting negative impact on these streams of incomes. In March 2021 the city of Palma was attacked and taken by NSAG. This take over pushed most of the population to flee the area and severely impacted the city infrastructure and equipment. It was also followed by a high level of looting and destruction. After a regional and Rwandan military intervention from July 2021, the town was gradually freed from the NSAG yoke and security was restored, leading the inhabitants to return to the town from August 2021 and especially from the beginning of 2022. If Palma Sede is now deemed secured by the population the surrounding areas are still considered at risk. This insecurity has changed the agriculture practices as the local farmers have regained only partial access to their fields. Furthermore, the takeover of Palma ruptured the normal farming cycles impeding the farmers to restore plainly their activities (loss of seeds, loss of equipment…) In accordance with SI’s strategy to support a sustainable and eco-agrological development for the communities in Palma, Solidarités International is aiming at implementing a consultancy analysis in order to define the most suitable methodology to achieve this objective

Activity : Strategy to support the fishermen of Palma Sede and neighbouring communities in the recovery and strengthening of their livelihoods, to identify the main needs in terms of training and capacity building as well as in terms of equipment and boat rehabilitation, while respecting the norms related to environmental protection and sustainable development.

ABOUT THE CONSULTANCY

Amount of the tender : Less than 5 000 euros

The overall objective of the consultancy is therefore to identify the best strategy to support the farmers of Palma Sede and neighbouring communities. It aims at identifying the best ways to strengthen their livelihoods, to identify the main needs in terms of training and capacity building as well as in terms of the type of equipment, tools, seeds, while respecting the norms related to environmental protection and sustainable development.

YOUR PROFILE

In general, the evaluators team will combine the following criteria:

Demonstrated senior level (over 5 years) experience in the design, implementation and management of

agriculture sector analysis and/or agricultural interventions in a humanitarian context;

– Proven experience in designing and implementing quantitative and qualitative data collection methods

– Expertise in relevant thematic areas of agriculture

– Excellent team composition with demonstrated experience (CV of team members of the consultant should be

annexed in the technical proposal). A preference will be given to teams composed on national and international

consultants

– Education background of the assessment team should have minimum qualification of bachelor’s degree in

agriculture

– Ability to form and guide a team to implement an agriculture sector analysis

– In-depth knowledge of the context in Mozambique.

– Strong interpersonal communication skills in English and Portuguese – Swahili is an asset, with excellent verbal

and written communication skill

  • Technical proposal – 6 pages including the following but not limited to
    • Relevant experience – Evaluations and Evaluations of WASH related projects
    • Understanding of the assignment
    • Proposed methodology, sampling, tools and techniques
    • Propose clear timeline for survey
    • Approach for data collection, cleaning, analysis, frequencies
    • Propose outline of the survey report
    • Composition of team, their resumes and assigned roles in the survey
  • Financial proposal. Includes breakdown of costs such as evaluator fee, training, stationary, traveling and lodging etc.
  • Sample copy of at least two similar assignments in past work.
