CONTEXT Within the frame provided by operations, Logistics provide the adequate environment of care for our beneficiaries and our team’s activities. The Logistics Department provides all necessary infrastructure, medical and non-medical equipment, technical support (in Energy and HVAC, Telecom, Coldchain, Biomed, construction, IT, safety, water and sanitation and mobility solutions). The Logistics Department’s mission is to provide the logisticians in the project, access to resources (information, knowledge, technical support) and professional developments (learning, etc.) for them to be able to carry out their mission.

The Logistics Department is made up of 4 units:

Ø The Log Strategy Unit provides the medium and long-term LOG strategies and implements them within the department

Ø The Log Knowledge Management Unit (LKMU) makes the necessary information and knowledge available to all LOGs

Ø The Log Workforce Unit (LWU) prepares and trains the field LOGs so that they can be as autonomous as possible in answering to the needs of their project/mission

Ø The Log Support Unit (LSU) provides direct support to operations based on objective analysis of operational needs. The LSU is made up of:

­ All the LogCells

­ The Log department technical teams – one for each technical domain of Logistics

Each technical team includes all the specialized staff of the domain (Team Leader, specialists, MIOs, volunteers)

The Motorized Fleet Specialist is part of the LSU under the supervision of the Motorized Fleet Team Leader.

MISSION

To provide operations and logisticians in the field with coherent responses to their needs, we must acquire the means

and the technical know-how that enable us to identify medical and operational issues. We must also be in capacity to translate those issues into coherent set-ups and plans that are anticipatory and reactive. In the Motorized Fleet domain, the Motorized Fleet Specialist assist the Team Leader who is dedicated to that objective.

The Motorized Fleet Specialist feeds the Motorized Fleet team with specific and relevant technical inputs on vehicles and generators selections, maintenance installations and protocols, equipment, processes and material.

The Energy Specialist analyzes and proposes specialized techniques and products for the implementation of the energy installations needed for MSF activities.

Ø HR scale

The Motorized Fleet Team is currently made up of 2 Regional Technical Referent and provides support to approx. 70 Mechanics & workshop teams as well as 970 Drivers worldwide.

The Motorized Fleet Specialist provides technical expertise to this team.

Ø Indicative volume of activities (2020-2021 period)

­ 500 light trucks & cars

­ 250 motorbikes

­ 20 trucks

­ 7 tractors and a variety of exotic vehicles (SHERP, Forklifts …)

­ Generators: 400 units from 13 to 300 kVA + multiple smaller units

­ Estimated Motorized Fleet related budget in operations: 16 M€

RESPONSIBILITIES

Provides 1st line support (Help Desk), aiming at reducing this support to a minimum, redirecting people to the right available guidance and documentation. Priorities define with Team Leader.

­ Solutions corresponding to operational needs are identified and the Log Community is familiar with them. Expert advice towards these solutions, at field & HQ levels is provided via various means.

­ The quality of Motorised fleet technical service is consistent with operational requirements.

­ Knowledge is shared with the log community through existing or forthcoming means such as Sherlog, briefings, media.

Ø Provides 2nd line support in the Motorized Fleet domain. S/he:

­ Ensures that the support provided is capitalized and, when relevant, proposes to TL transformation into 3rd line developments, thereby creating learning opportunities for the LOG Community.

Ø Provide 3rd line support in the Transport & Mechanics domain. S/he:

­ Ensures production of necessary technical specifications for the sourcing of items and kits.

­ Ensures contribution to the building of a network of support for the Log Community within the Motorized Fleet domain.

­ Participates to development of show_content and delivery of training modules adapted to field realities.

Ø Proposition to Team Leader foresight of the domain’s evolution is available to anticipate trends that will impact operations and our way of supporting them.

Ø Contribute to the reflections and debate activities within the Log department and, where relevant, with other departments

Ø Participate when requested with other OC technical teams and working groups to share, exchange, adopt, improve existing tools.

Ø Can be available for field deployment on technical and/or emergency assignments.

REQUIREMENTS

Candidate profile

· Recent experience in variety of Fleet Management, Garage Management and Logistics with fleet under his/her management in humanitarian context

· Proactive and willing to propose innovative ideas and solutions

· Willing to take measured risks and responsibility for her/his choices

· Experience as Logistic Team Leader (technical leader of logistic activities and team at project level in the domains of telecom, IT, construction, energy & HVAC, health facility management, motorized fleet management, biomed and coldchain) and/or Logistic Coordinator (Technical coordination at country level of logistic activities and team (construction, energy, motorized fleet managment…)

· Experience as project manager for transport, relevant working experience in project mode environment is an asset

· Good oral and written communication in English (French and any additional language is an asset)

· Mobile & flexible

Technical Skills Requirements

· Repair and maintenance skills for the automotive and generator industry

· Mechanical, electrical and electronic diagnostics

· Asset management

· Mechanical workshop & fleet management

· Good knowledge in technical fields related to transport in MSF

· Knowledge of Unidata, Unicat, MSF standards and kits, is a strong asset.

· Good understanding of quality control sourcing & related supply constraints

CONDITIONS

· Expected starting date: ASAP

· Contract type: Fixed-Term contract (CDD) – Dec 31st 2022, full-time (100%)

· Location: based in Brussels

· Salary according to MSF-OCB HQ grid – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
