ECPAT International started a Global Initiative to explore the sexual exploitation of boys (Global Boys Initiative) in 2018. The initial phase for this initiative focused on research that was organized under one broad overarching objective: “*To consolidate and strengthen the evidence base of the sexual exploitation of boys globally, and to identify appropriate prevention, protection and recovery frameworks to inform legislative reforms, policy and programming”.*

Following the successful installation of a rich and growing evidence base, ECPAT International seeks to build upon those findings and translate them into practice-oriented advocacy and programming on global level. The aim is to improve access to support for boys (and gender diverse young people) who have been subjected to sexual exploitation and abuse, as well as contribute to prevention of abuse and exploitation for children at risk. With the results of the initial research phase established, ECPAT now is in a position to start-up a related global influencing programme. The Head of the Global Boys Initiative will lead this initiative for ECPAT International.

For the coming two years project funding has been secured focussing on activities in Asia and the Americas with emphasis on awareness raising, private sector engagement and advocacy with governments.

Tasks and Responsibilities

Strategy Development for the Initiative/area of expertise

  1. Lead the strategic development within the ECPAT Secretariat of the initiative/area of expertise on sexual exploitation of boys.

  2. Ensure alignment of the Initiative with ECPAT’s strategic directions and synergy with other programme, advocacy and regional strategies.

  3. Explore opportunities for further programming related to boys, including cross sectoral collaborations with multiple specialist areas within the ECPAT Secretariat like tech-facilitated sexual exploitation and sexual exploitation of children in travel and tourism.

Programme and Project Management

  1. Develop, implement and monitor the annual work plan and budget of the programme;

  2. Develop project design and structure of the currently secured grant, and manage the implementation of the project, including coordination with project implementing partners (ECPAT Members in Asia and the Americas), recruitment and management of project consultants and donor/ grant management.

  3. Line-management of consultants if applicable.

Advocacy and external engagement

  1. Develop an advocacy agenda for the project on global and regional level in collaboration with ECPAT members. The advocacy with governments will focus on pushing for closing legal and policy loopholes to provide comprehensive protection against sexual exploitation for all children irrespective of gender and exploitation settings.

  2. Lead on the planning, organization, implementation and evaluation of the first ECPAT virtual Summit on Sexual Exploitation of Boys.

  3. Lead the elaboration of a guidance for the private sector to help mobilising their review of child protection policies and programmes to ensure adequate gender sensitivity.

  4. Prepare policy briefs and position papers on issues related to SEC where there is a focus on sexual exploitation of boys.

  5. Develop and mainstream common messaging for advocacy and campaigning on sexual exploitation of boys for ECPAT staff and members.

  6. Identify opportunities to represent ECPAT International in global, regional and national advocacy activities on sexual exploitation of boys.

  7. Facilitate mechanisms for partnerships across sectors, including survivor’s councils, governments, law enforcement, private sector, civil society organisations and academia.

Member Engagement and Coordination

  1. In collaboration with selected ECPAT members and regional coordinators (where applicable), identify mechanism to follow the recommendations of the Global Boys Initiative focusing on access of boys to support, protection and justice.
  2. In collaboration with regional coordinators, support membership engagement and actions in the Boys Initiative, through sharing of knowledge, learnings, good practices, advocacy tools etc., and facilitate support to members in designing their boys’ programming relevant to the country context.

Research

  1. Collaborate with the Head of Research in identifying opportunities for relevant research in technical areas related to sexual exploitation of boys.
  2. Identify and formulate a boys-specific indicator that can be displayed and tracked on ECPAT’s Impact Map.

Resource mobilization

  1. Proactively follow donor trends and relevant calls for proposal and seek to influence and positioning with donors on sexual exploitation of boys.
  2. In collaboration with Head of Fundraising, prepare proposals and secure funds for further programming and projects on sexual exploitation of boys.

Qualifications

  • Advanced university degree in human rights, international development or other related field;

  • Minimum of eight years’ experience in advocacy and programme management;

  • Knowledge of child rights and SEC;

  • Experience in private sector engagement is a plus;

  • Excellent English language skills (written and verbal), knowledge of other network languages (French/ Spanish/ Russian) is a plus.

Additional Information

· As a child-focused organisation, ECPAT has a strong commitment to child safeguarding and rigorous procedures. The successful candidate will be required to provide three referees and a criminal record from country of residence and country of origin (as applicable).

· Duty station: this position is planned for our Secretariat office in Bangkok; for candidates with a strong preference to be employed home-based, this may be considered under certain conditions. Kindly note such preference in your cover letter.
