Proposal Objective:
Social Impact is pursuing an anticipated four-year contract to provide comprehensive monitoring, evaluation, and learning (MEL) support to the USAID/Philippines Mission and implementing partner projects. The contract will provide services to improve design, monitoring, evaluation, and learning and adapting for the portfolio of projects. This activity will cover USAID-funded projects implemented in the Philippines, Pacific Islands, and Mongolia, and is anticipated to be awarded in May 2023.

Position Description:
SI is seeking a full-time mid-level Monitoring Specialist to support the Senior Monitoring Specialist with daily support service requests (monitoring, DQAs, rapid feedback assessments, support for MELPs, etc.) from the Mission, as well as conducting data collection, analysis, and report drafting and revision, while working closely with the evaluation team and USAID/Philippines Mission and implementing partners.

The position is a full-time position for the four-year duration of the project, and will be based in Manila, Philippines, contingent upon contract award.

Responsibilities:

  • Assist Senior Monitoring Specialist in supporting USAID/Philippines with performing monitoring and analysis tasks, including developing monitoring indicators, processes, and systems, and supporting the performance reporting).
  • Lead reviews of client activity monitoring, evaluation, and learning plans (AMELP).
  • Work with the Mission to fill knowledge gaps with new initiatives for data collection.
  • Support performance monitoring and reporting for USAID/Philippines, and relevant partners or stakeholders.
  • Create effective monitoring indicators, plans, processes, and systems.
  • Oversee coordination of all day-to-day operations in monitoring, reporting and data collection.
  • Support creation of real-time data visualization and reports for USAID.
  • Advise on monitoring tasks as they relate to GIS and information systems tasks.
  • Contribute to the strengthening of the Mission and implementing partner performance monitoring skills and practices.
  • Assist with trainings to stakeholders on results-based management and creating effective monitoring indicators, plans, processes, and systems to improve performance monitoring.

Qualifications:

  • Bachelor’s degree in International Development, International Affairs, Social Sciences, Monitoring and Evaluation, or other relevant fields.
  • Minimum of five years of experience in monitoring within large and/or complex international development projects, preferably on USAID contracts.
  • Experience in indicator design, MEL plan development, target setting, data quality assessment, and data analysis.
  • Experience using performance monitoring data for the improvement of ongoing project/activity management.
  • Experience building and strengthening monitoring systems.
  • Familiarity with standard USAID policies, guidance, processes, and indicators; and capable of developing customized indicators.
  • Familiar with publicly available data sources (such as those of multilateral organizations, think tanks, research institutions, Filipino government agencies/ministries, etc.) and the indicators they measure.
  • Demonstrated experience developing Performance Management and Evaluation Plans (PMEPs), theories of change, logical frameworks, and results frameworks, at an activity level.
  • Demonstrated experience training/facilitating workshops with various types of stakeholders on M&E topics; proven ability to distill complex information down to useable and understandable information for stakeholders.
  • Strong critical and analytical writing skills.
  • Strong oral and communication skills.
  • Advanced professional fluency in written and spoken English and Tagalog.
