Proposal Objective:
Social Impact is pursuing an anticipated four-year contract to provide comprehensive monitoring, evaluation, and learning (MEL) support to the USAID/Philippines Mission and implementing partner projects. The contract will provide services to improve design, monitoring, evaluation, and learning and adapting for the portfolio of projects. This activity will cover USAID-funded projects implemented in the Philippines, Pacific Islands, and Mongolia, and is anticipated to be awarded in May 2023.

Position Description:
SI is seeking a mid-level Evaluation Specialist to support the Senior Evaluation Specialist with daily support service requests (designing evaluation scopes of work, managing evaluations, studies, and assessments, as well as data collection and analysis of performance information for activities across the portfolio of projects) and provide technical support to the evaluation team, while working closely with the USAID/Philippines Mission and implementing partners.

The position is a full-time position for the four-year duration of the project, and will be based in Manila, Philippines, contingent upon contract award.

Responsibilities:

  • Support the Senior Evaluation Lead on all evaluations, studies and assessments throughout the life of the activity.
  • Collect and analyze performance information, and plan and manage evaluations, studies, and assessments.
  • Conduct data collection in the Philippines, Mongolia, and or the Pacific Islands, as determined by the USAID Mission and senior members of the evaluation team.
  • Participate in the evaluation design, development of research tools, data collection, analysis and reporting.
  • Participate on evaluation teams, design evaluations and assessments.
  • Contribute to preliminary data analysis and note synthesis.
  • Contribute to developing and drafting documents and reports.
  • Participate in client and stakeholder communication, presentations, and interfacing with program implementers.
  • Support efforts to improve USAID/Philippines evaluations and evaluative processes, with the aim of making the Mission a leader in evaluation processes and evaluation information use.

Qualifications:

  • Minimum of a bachelor’s degree in a field such as International Development, Statistics, Economics or another relevant field.
  • A minimum of 5 of experience in conducting evaluations, assessments, and studies within complex international development contexts. Preference for familiarity and/or experience with USAID contracts.
  • Knowledge and experience in various types of evaluation design methodologies, and practical applications, including baseline data collection methodologies.
  • Excellent qualitative and quantitative data analysis skills, including command in a qualitative data software program (Dedoose, NVivo, AtlasTi, etc.), and command of sampling methodologies, statistics, and software (such as SPSS, STATA, R).
  • Familiarity with USAID’s evaluation policy and programing, particularly as they relate to evaluations, is a plus.
  • Advanced professional fluency in written and spoken English and Tagalog required.
