Medical Teams provides life-saving primary and secondary health care services integrated with community health in rapid onset and protracted emergencies. As a growing organization with field operations in eight countries in multiple locations, the Monitoring and Evaluation Specialist provides subject matter expertise and support to international programs (Global Programs, Humanitarian Response Team, Technical Team and country offices) through technical leadership and guidance. This position engages at an operational and tactical level to increase organization wide M&E technical capacities and support the country offices delivery of high quality and timely health care. This would include: review and recommendations on organization wide M&E capacity and learning plan; technical support for country office surveys and evaluations; support for on-going technical programming such as proposals, surveys or report reviews; and representation at global coordination meetings, technical workshops, and webinars.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Guide country office and Humanitarian Response Team collection and analysis of data: e.g. advise on data collection methodology and sampling, develop or review instruments for the collection, design data management systems, and advise on data entry needs and requirements
  • Design and development of health management information systems (HMIS) and surveillance strategies e.g. EWARN for outbreaks.
  • Plan, execute, analyze and report findings of annual KPC household surveys up to eight (8) KPCs may be scheduled annually.
  • Provide expert input and technical leadership for the design and methodology of other surveys and evaluations required by institutional donors, technical advisors and program managers.
  • Support country offices to produce high quality data, analysis, reports, presentations and dashboards that foster learning and decision-making.
  • Mentor headquarters and country office staff to conduct rapid household surveys and project evaluations.
  • Support onboarding, coaching, provision of tools and resources, and identifying and/or facilitating staff development opportunities.
  • Develop and deliver remote and on-site formal and informal training to country office staff, including but not limited to M&E focal points.
  • Promote implementation of global M&E initiatives, policies, and procedures.
  • Formalize use of data for decision making through sharing key data at local level throughout the project life cycle.
  • Develop processes that intentionally analyze a variety of information sources and knowledge to create a culture of critical inquiry and belief in the value of evidence to guide decision making.
  • Operational research on existing projects and/or innovations in the field.

Other Duties:

  • Supports safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, and Child & Vulnerable Adult protection policies and sexual harassment policies.
  • Ensure accountability is integrated into country strategies, program design, monitoring and evaluations, recruitment, staff onboarding, trainings and performance management, partnership agreements, and highlighted in reporting.
  • Utilize volunteers whenever possible.
  • Additional duties as assigned.

EDUCATION, LICENSES, & CERTIFICATIONS

  • Masters degree in Statistics/Social Science/ Public Health required
  • Valid Passport.

EXPERIENCE

  • Minimum 5 years experience working in humanitarian contexts
  • Minimum of 4 years experience developing and implementing monitoring and evaluation strategies, including design of systems and tools, surveys, data analysis and report writing; and visualizing data
  • Demonstrated commitment to data-driven programming
  • Demonstrated ability to provide technical assistance, capacity building and training related to monitoring and evaluation
  • Demonstrated experience with participatory approaches to monitoring and evaluation and collection and incorporation of feedback into project implementation
  • Demonstrated experience capacity building utilizing webinar or virtual platforms such as Teams
  • Prior experience living and working in a humanitarian context.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge:

  • Knowledge of humanitarian standards, donors, systems and principles, e.g., Sphere, CHS, Red Cross Code of Conduct etc.
  • Knowledge of humanitarian health and nutrition programs and project based M&E systems for a range of institutional donors.
  • Extensive knowledge of principles and current approaches to M&E in humanitarian programs using both quantitative and qualitative methods and their linkages to humanitarian systems and standards.

Skills:

  • Excellent database, data management and data analysis skills, with experience using at least 2 software applications such as Microsoft Excel, Access, SPSS, STATA.
  • Experience with electronic/mobile data collection and management tools (KoBo, CommCare,).
  • Excellent analytical and writing skills, with proven ability to produce reports in English.
  • Excellent organization, planning, and analytical skills; detail oriented.

Abilities:

  • Ability to work flexible schedule and weekends as needed.
  • Ability and willingness to travel to country programs on short notice up to 10 weeks per year.
  • Ability to work collaboratively with others.
  • Ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
  • Self-motivated and able to work without close supervision, including prioritizing work and multi-tasking to meet deadlines.
  • Ability to exercise sound judgement and make decisions independently.
  • Extremely flexible and have the ability to cope with stressful situations and frustrations.
  • Ability to frequently participate in early morning and late-night conference calls to accommodate global time zones.
