PART 1 – JOB DESCRIPTION

  1. JOB OVERVIEW

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible for providing technical input and support to the Flood Response Manager in managing the MEAL component of the Flood Response programme and delivering relevant quality and accountability commitments. The position holder will work with project team members to ensure the effectiveness, efficiency, desired outcomes and progress towards impact according to the project design, donor guidelines and law of the land.

  • Grade: B1
  • Reports to the Flood Response Manager.
  1. ORGANISATIONAL REQUIREMENTS
  • The post-holder will, at all times, carry out their responsibilities with the utmost respect for the protection of children and vulnerable adults in accordance with Tearfund’s Safeguarding Policy.
  • The post-holder will be expected to adhere to Tearfund’s ‘Code of Conduct’ as referred to in the Personal Conduct Policy.

  • Provide support and guidance to team members to ensure all activities are compliant with standard operating procedures.
  1. KEY RESPONSIBILITY
  • Develop and implement an approved MEAL framework for the flood response ensuring that systems, tool, processes and methods are developed in a participatory and collaborative manner with partners, beneficiaries and relevant stakeholders;
  • Support the implementing partners in understanding, owning and applying all aspects of the MEAL framework including conducting capacity building and relevant follow up; facilitate partners in planning and implementing approved MEL activities within their interventions;
  • Develop, maintain, utilise and, where necessary adapt, the systems, processes and other resources required for effective remote, real time and post activity monitoring, data collection and verification, record-keeping, analysis, reporting and knowledge management;
  • Ensure proper understanding of the programme’s approved log-frames and relevant components of the associated approved MEL plans; develop the appropriate strategies, approaches, methodologies and tools for the accurate and timely measurement, recording, reporting and necessary follow-up of all relevant impact, outcome and output indicators, milestones and targets in the said approved log-frames and MEL plans;
  • Ensure that engagement with beneficiaries is fair, balanced and based on Tearfund and donor values, principles and guidelines; consent must be ensured when extracting information, taking photographs or videos etc.;
  • Develop practical and sustainable strategies to ensure that milestones are achieved in a timely manner; ensure that any lags and delays are anticipated and mitigated against; ensure that contingency plans and alternative strategies to get the project back on track are available and understood;
  • Facilitate and support M&E related visits by local, national or international stakeholders; ensure that visitors receive adequate insight and information in a transparent manner;
  • Support the Flood Response Manager in promoting a culture of accountability and learning and help create an enabling environment where feedback is welcomed and appropriately actioned;
  • Ensure that designated resources are utilised in a manner that highlights stewardship, promotes transparency and efficiency and supports organisational efforts towards sustainable development;

5.1. TEAM PARTICIPATION

• As part of the project team, support and promote effective teamwork and commitment to Tearfund’s Core Values and Quality Standards

  • Encourage team members participating in team building activities.

5.2. EXTERNAL RELATIONSHIPS / REPRESENTATION

• Support the Flood Response Manager where appropriate in representing Tearfund to other INGOs, NGOs, government departments, government agencies, partners, associates and affiliates and ensuring coordination and constructive working relations with the same

• Support the Flood Response Manager where appropriate in representing Tearfund to donor representatives and other visitors to the project office and working areas

We are looking for candidates with:

  • Bachelor’s degree in a relevant discipline
  • At least three years’ work experience in humanitarian and community development projects
  • Proven experience of field work and community & stakeholder engagement for working in the field of monitoring and evaluation of development projects;
  • Proven experience of working in and with large and diverse teams

The successful applicant will also have:

  • Proficiency in data gathering, interpretation, analysis and articulation
  • Hand on experience on qualitative and quantitative analysis
  • Excellent IT skills and ability to adapt to different online systems
  • Excellent written and verbal communication skills
  • Flexible and able to remain composed under pressure
  • Willing to travel and live in basic conditions
