The Opportunity

Save the Children International is seeking a Monitoring, Evaluation and Learning (MEL) Officer for the newly USAID-funded OSRA program.

The OSRA program is five-year Pathfinder-led USAID-funded project. The goal of the OSRA program is to improve family health outcomes by reinforcing the national family planning and reproductive health (FP/RH) program in partnership with the Ministry of Health and Population (MOHP). The OSRA program will achieve this purpose through the three pivotal results: 1) Women’s and men’s uptake and continuation of voluntary family planning services increased; 2) Youth equipped with knowledge and skills necessary to make healthy life choices; and 3) Gender dynamics improved for enhanced voluntary family planning and reproductive health outcomes. The OSRA program will closely collaborate with different local stakeholders and other Government of Egypt (GOE) entities to attain its results.

The MEL Officer reports directly to the MEL Team Lead and will also be indirectly backstopped by an MERL Senior Advisor based at Save the Children’s US Office on technical matters related to MERL activities.

The MEL Officer will provide and participate technical expertise and leadership to generate and analyse quality evidence and data through monitoring, assessments, and evaluations. This includes participating in the design and implement of a robust MEL system in line with SCI standards and procedures, and OSRA MEL Plan and Learning Plans; conducting and supporting evaluation studies (baseline, midterm and end line), designing/adapting program monitoring tools, ensuring effective monitoring of program outputs and outcomes. The position also will contribute to program and organizational learning processes. In line with SCI Egypt’s MEL approaches, the MEL Officer is responsible for ensuring all MEL processes are gender-sensitive, and are participatory, including capturing the voice of children. The role includes providing MEL capacity building for staff and partners. The MEL Team Lead will supervise the Activity’s monitoring and evaluation team and will coordinate with program learning and management processes to ensure effective feedback loops that contribute to the achievement of desired outcomes.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor degree in public health, applied statistics, or related field is required, with a sound understanding of different research, evaluation, and monitoring methods relevant to FP/RH, Gender, Social Accountability, and SBC.
  • At least 5 years of experience in M&E related to integrated community-based programs in FP/RH, AY, Gender, and SBC.
  • Experience with USAID MEL standard requirements and processes.
  • Advanced training in quantitative and qualitative methodologies, including database management.
  • Strong analytical skills and an understanding of monitoring, evaluation and assessment tools to promote evidence-based learning.
  • Knowledge and demonstrated experience of designing and managing research and evaluations.
  • Experience in knowledge management, translational and organizational learning in order to help drive improvements in evidence appreciation and uptake, including experience presenting information in different formats for different audiences.
  • Sound critical and strategic thinking and planning skills, including ability to think creatively and innovate and to set priorities, manage work plans and evaluate progress.
  • Strong oral and written communication skills in English with a clear ability to produce and disseminate research and evaluation outputs to a variety of audiences.
  • Willing and able to travel to support field teams and lead particular pieces of work.
  • Skills in statistical applications (SPSS/STATA) and computer assisted qualitative data analysis applications (NVivo/Atlas ti.).
  • Extensive experience in designing and managing MEL plans, MEL systems and frameworks especially for USAID-funded projects.

Experience and Skills

  • Excellent knowledge of health programming
  • Good working knowledge of the public health systems in Egypt.
  • Good knowledge of work dynamics in the selected governorates and familiar with the health trends in the community.
  • Promotes optimum levels of child development: Work with children, families and communities to promote children’s rights to protection and healthy development.
  • Significant experience in training, capacity building, and mentoring.
  • Ability to think strategically to solve problems and find effective ways to accomplish goals.
  • Well-developed communication skills across cultures.
  • Strong interpersonal skills and ability to work as a team player and independently.Experience in program design and proposal development.
  • Experience in representation with international bodies, government and funders.
  • Excellent written and oral communication skills.
  • Fluency in Arabic and English (written and spoken).
  • Ability to work under pressure and deliver results with tight deadlines.
