  1. Job Summary

The Monitoring, Evaluation and Learning (MEL) Officer is responsible for implementing and enhancing the M&E activities of the program, maintaining the DevResults application-based data system, assisting the Program Director in preparing Quarterly/Annual reports on program/project progress and monitors the project activities across location on a regular basis, generating periodic program/project implementing report and assessment report, developing and maintaining a data system of the program/project and will be responsible for the collection & initial analysis of different data in relation to the project activities.

The Monitoring, Evaluation and Learning Officer works in close collaboration with program/project sub-units (area program team), Child Sponsorship Team, Data Analyst Assistance, PR/Communications Officer and Office of the Country Director.

II. Duties & Responsibilities:

MEL Tool Development and Administration

  • Implements the country’s program monitoring and evaluation system that will ensure tracking program/projects results at different levels (outputs, outcomes, and impact).
  • Develops/Adopts an integrated database of the country’s program/project and ensures accountability through regular data updates, data integrity and working in collaboration with the Data Analysis Assistant.
  • Works with the program officers and managers to ensure the administration and on time data collection of relevant and appropriate data based on Quarterly and Annual Reporting.
  • Ensures the accuracy and consistency of submitted reports from the field to DevResults online site.
  • Ensures the submission to DevResults site of the Quarterly and Annual Report on time.
  • Conducts initial identification of Key Performance Indicators (KPIs) relevant for specific reporting period to funders.
  • Reviews and enhances the existing data collection tools and provides recommendations to PD on enhancement.
  • Incorporates field and technical team feedback to ensure the continuous improvement of M&E management systems of the country.
  • Timely update and share data on what, when, where and who of program implementation for management information.

Monitoring and Reporting

  • Initiate the development of M&E plans for approved program/projects, proposals and ensure the same is followed-up during implementation including budget allocated for specific activity
  • Ensures that all approved grants have updated work- and budget-plan and performance management plan based on approved proposals, regularly reviewing, and updating as needed
  • Maintains and updates the overall program/project Key Performance Indicators (KPIs) in coordination with the Program Director and Country Director.
  • Ensures that online apps DevResults data tables are cleaned and have the appropriate formula before opened for data upload.
  • Ensures that program staff submit on-time Quarterly and Annual Reports to DevResults apps-based as scheduled.
  • Provides timely information to program staff (Program Officers, Program Coordinators, and Program Director) and Country Director flagging operational issues, risks and needed actions required to avoid delays in implementation, including flagging operational and finance issues.
  • Collate/Consolidate Midyear and Yearend Reports in tandem with the Data Analysis Assistant for internal use and provide feedback to the Program Director on observations and highlights.
  • Submits reports as required from time to time.

Assessments, Surveys and Evaluation

  • Works closely with the Program Director in ensuring that all new and ongoing program/project are in adherence to the requirements stipulated in the approved plans and agreements.
  • Initiates the conduct of baseline for new projects and assessments to ongoing program/project if following the standards.
  • Leads/Coordinate program/project assessments, evaluation and performance evaluations including planning and reporting on the same.
  • Assists in the development of Terms of Reference (TOR) for external surveys and consultant recruitments/ selection
  • Coordinates the review all survey reports prepared to ensure quality and accurate reporting.
  • Timely plan and initiates all pre and post intervention assessments, KPC surveys and actions.
  • Reviews and conducts Real Time Evaluation of emergency interventions.

Learning and Capacity Building

  • Conducts program monitoring, implementation, and post implementation
  • Provides relevant evidence for learning from program through various methods and tools like Focus Group Discussion, Key Informant Interviews, Most Significant Change, Outcome Harvesting, Compelling Story, among others.
  • Shares learning and provides feedback to management and constructive feedback to colleagues to ensure program quality standards.
  • Ensures Sex, Age, Disability Disaggregated Data (SADD), Accountability and Gender standards are consistently adhered in program delivery
  • Builds capacity of staff through formal and informal training, technical assistance in navigating apps based DevResults, administering monitoring and survey tools to ensure quality of data collected, virtual or face-to-face.
  • Keeps abreast of new approaches and tools on M&E, and reecho training to staff
  • Enables staff to monitor and evaluate their own efforts, gather relevant data, and produce required progress reports.

V. Qualifications

  • Demonstrated experience in data processing and management of large scale surveys;
  • Demonstrated experience of statistical packages and/ or data analysis software (Exce;, Access, others) and advanced computer skills (word-processing, spread sheets, and databases) are a must;
  • At least 2 years’ direct experience in a position of monitoring and evaluation of program/project
  • Strong experience in conducting a research studies including the entire evaluation cycle, from design and formulation to implementation, analysis, and presentation of results and recommendations
  • Good oral and written communication skills in English.
  • Must be result focused and be able to work under pressure and tight deadlines.
  • Excellent interpersonal skills and the ability to work well with varied personalities.
  • Strong analytical skills and keen to details.
  • Bachelor’s Degree in Statistics, Economics, Monitoring & Evaluation, Demography, Population Studies is desirable or equivalent experience.
