Terms of Reference: Regional Communications and Content Manager – Safeguarding Resource and Support Hub

Background

The Safeguarding Resource and Support Hub (RSH) aims to support smaller, less-resourced organisations in the aid sector to strengthen their safeguarding policy and practice. The Hub’s vision is to act as a catalyst for the transformation of safeguarding support, enabling the safe delivery of aid and development assistance. Targeting civil society organisations and those operating in high-risk environments, the Hub provides tailored support, guidance and training on safeguarding prevention and response through a global platform. The Global Hub is supported by Regional Hubs, currently operating in 8 countries in 3 regions, working directly to build capacity with local organisations. As the war in Ukraine continues to unfold, the RSH is setting up a new Hub for Eastern Europe to support improved knowledge around safeguarding as it relates to the response to refugees, with operations in Moldova, Romania and Poland (possibly in Ukraine). The RSH is being developed and operated by a consortium, which includes Social Development Direct, Terre des hommes, Clear Global, Sightsavers and ICVA. Terre des hommes (Tdh) is responsible for in-country implementation in Moldova and Romania, the development of the Online Hub, strategic communications around the platform and for the curation of content as well as support to live events and audiovisual materials, including of webinars and podcasts. Tdh is seeking an experienced professional in strategic digital communications and content management for civil society organisations messaging. This is a full-time position with Tdh, based either in Budapest, Hungary; Chisinau, Moldova; or Bucharest, Romania with a local employment contract, reporting to the Online Platform Manager of the project (based in Hungary) and will be part of the regional team. The position is secured for at least 18 months.

The Task:

  1. Develop and implement a regional communication strategy: • Based on the Hub communication priorities, lead the development of a regional communication strategy and corresponding implementation plan together with national representatives, preferably linking into regional civil society networks, and in line with the existing RSH brand • Propose outreach strategies, contribute to discussions about outreach activities and harness regional safeguarding networks to popularise the RSH website and newsletter and other activities (e.g. webinars, Ask an expert, mentorship, etc.) • Support the promotion of the activities of the Hubs with communication and promotion • Engage with regional MEL advisor as relevant to ensure appropriate data collection and reporting.
  2. Act as the online Hub publications’ editorial leader with responsibility for the following: • Manage, oversee, and facilitate the effective uploading, tagging and formatting of content for the platform directly and including from partners • Digital media creation of easy-to-read, user friendly and accessible materials, guidance and information (infographics, videos, podcast) – in cooperation with team members. All materials need to be fully accessible for people with disabilities
  3. Social media management: • Copywriting and graphics creation • User outreach, retention and active engagement
  4. Use the learning from user engagement and user feedback to continuously inform and suggest improvements to the Online Hub and its communication strategies.

Education and Qualifications

Essential: Degree level / post-graduate qualification in a relevant discipline such as Journalism, Digital Communications, International Development or Communications

Abilities and Skills

Essential: • Native level or high proficiency of English language • Fluency in either Romanian or Polish • Significant experience in managing digital / online communication projects • Ability to use Adobe Suites (in particular Photoshop, Indesign) and video editing • Ability to manage technical partners/consultants • Excellent organizational and stakeholder management skills • Team player with a constructive, client-centric attitude • Attention to detail

Experience

Essential: • Knowledge of and familiarity with content management software • Expertise in drafting and implementation of communication strategies • Experience of managing complex projects with multiple stakeholders

Desirable: • Journalism experience • Experience of developing / engaging online networks • Experience of working in international development, especially FCDO-funded projects

Knowledge

Essential: • Expert understanding and hands-on experience of having used digital technologies creatively to promote: (a) the development, maintenance and growth of dynamic online communities; and (b) online learning to support organizational capacity development • Understanding of safeguarding in an international development context

Desirable: • A basic understanding of child rights / familiarity with child protection work • Understanding and familiarity of international humanitarian / aid sector
