Overview of position:

  • The position will be under the overall guidance of the FAO Somalia representative & direct supervision of the Office of the Somalia Special Envoy for Drought (OSE) & in collaboration with the Monitoring & Evaluation (M&E) section of FAO Somalia.

The incumbent will report to OSE & perform the following duties:

  • Assist in designing of M&E studies, with special focus on developing data collection tools, methodologies & quality assurance processes.
  • Participate in designing & implementing training of M&E personnel of FMS & OSE Somalia to capacitate govt. staff.
  • Function as the point of contact with Information Technology (IT) & Information Management (IM) units of OSE in developing data collection tools & in issues relating to application of technology.
  • Take the lead role in designing & implementing data entry, processing & analyses of M&E studies, in particular in relation to resilience baseline surveys & impact evaluations, adopting the Resilience Index Measurement & Analysis (RIMA) under the guidance of the ESA division of FAO Headquarters (HQ’s).
  • This includes establishing quality assurance processes for data cleaning and integrity checks in particular, identifying outliers, missing values & errors, through both manual & statistical / econometric revision of the baseline & evaluation data.
  • Participate actively in planning & conducting Cash for Work (CFW) Post Distribution Assessments (PDAs) & CFW beneficiary training impact assessment studies at all stages, including the process of designing questionnaires, quality assurance, data entry, processing, analysis & help with drafting the final reports.
  • Perform other related duties as required.

Expected output:

  • Design data collection tools, post distribution monitoring, impact & resilience studies.
  • Assist in designing of M&E studies.
  • Supervise data collection for M&E studies.
  • Ensure data quality assurance.
  • Perform data processing & analysing of key study indicators.
  • Draft M&E technical studies reports.
  • Train M&E Field Analysts & govt. counterparts.
  • Finalizing all technical reports.

Project reporting:

  • This role reports to the line manager.

Key competencies:

  • Bachelor’s Degree in Project Management, Development Studies, Statistics, Information Management / Science, Agriculture, Economics, or closely related fields.
  • Minimum of 3 years of demonstrable relevant M&E experience.
  • Minimum of 3 year of experience in within Somalia.
  • Fluency in English & Arabic are essential.
  • Extent & relevance of experience in designing, planning & conducting M&E.
  • Excellent communication, writing & presentation skills in English & Arabic.
  • Good computer skills, including quantitative analysis, use of Excel.
  • Ability to work within a team of professional staff from diverse technical & cultural backgrounds.
  • Ability to plan & meet deadlines.
  • Teamwork spirit, ability to work under minimum supervision, flexibility.
  • Demonstrated capacity to plan, advise & guide planning processes on M&E related issues.
  • Demonstrated ability to implement a variety of analytical methodologies & techniques.

  • This role has no team management responsibility.
