Monitoring & Evaluation Coordinator, Samoa – Pacific Labour Facility

Role:

The Monitoring & Evaluation (M&E) Coordinator will support the Local Sending Unit (LSU) within the Government to collect and use their own data on labour mobility. The role will also help to implement the LEEP Monitoring, Evaluation and Learning Framework, coordinate with research partners and promote Gender Equality, Diversity and Social Inclusion (GEDSI) objectives. The QLP Coordinator will work closely with the Pacific Labour Facility (PLF) Engagement Manager, Program Manager (PM) and head of the Local Sending Unit (LSU). The role will be supervised by the Quality, Learning and Performance Manager.

Primary Duties and Responsibilities:

Under the direction of the QLP Manager, the M&E Coordinator will support the work of the Quality, Learning and Performance (QLP) Uni t within the PLF and the LSU-the Labour and Employment Export Programme (LEEP) within the Ministry of Finance (MOF). They will:

Ensure that the LEEP Monitoring and Evaluation (M&E) Framework is aligned with the information and performance needs of the LEEP.
Develop and implement appropriate data collection tools and methods in accordance with the M&E framework.
Train and mentor relevant staff members on effective data collection and data management practices.
Collaborate closely with the LEEP Senior M&E Officer to facilitate the collection, analysis and reporting of data.
Provide timely and relevant reporting to LEEP management based on collected and analysed data.
Collaborate closely with the LEEP IRD Coordinator to improve data reporting quality.
Disseminate and promote the uptake of monitoring and evaluation and research within LEEP in their planning and management.
Coordinate LEEP engagements with external research and M&E partners to ensure effective collaboration and information exchange.

The Quality Learning and Performance Coordinator must possess the following qualifications and experience:

Tertiary Qualifications in Social Sciences; Management; Business/Commerce and/or other relevant disciplines.
Experience in qualitative and/or quantitative research and data analysis.
Experience in managing and implementing projects.
Demonstrated understanding of GEDSI processes, principles, and practices.
Experience working with, and fostering relationships with, a range of stakeholders including government, civil society organisations, academic institutions, private sector, and development partners.
Excellent English and Samoan written and verbal communication skills for high-level external engagement and report writing.
Experience in facilitating workshops, training activities and coaching/mentoring of others.
Demonstrated technical skills in data collection and analysis with MS products, especially Excel.
Familiarity with Management Information Systems related to data collection and reporting.
Demonstrated an understanding of the labour mobility programs including awareness of some of the sensitivities involved, and political considerations.
Local – they will demonstrate an understanding of local customs, traditions, and languages.
Senior – they will have a history of successes, failures and most importantly, learnings. They will know that the work they will be doing will have many twists and turns.
Relationship builders – they will know how to build and foster relationships with government partners, including how to tailor their working approach depending on the context and people around them.
Self-motivated – demonstrate high levels of initiative and work remotely (from the majority of the QLP team) as well as plan and manage their work to fit both the LEEP and QLP priorities.
